About this opportunity

The City of Philadelphia is conducting a micro purchase procurement for desktop document scanners, with a posted date of May 12, 2026, and a submission deadline of May 19, 2026. This is a competitive solicitation that will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items listed in the solicitation to be eligible for award consideration. The procurement will be conducted through the PHLContracts.phila.gov portal, and sellers are required to complete all mandatory sections including General information, Items, Questions, Terms & Conditions, and Attachments before submission. The contract term is for one year from the effective date specified in PHLContracts and will automatically terminate after 365 days without further action by the City. All products must be delivered FOB Destination Point at quoted prices, and vendors are prohibited from delivering products or providing services until receiving formal written notification from the City department. Evaluation will be based on responsiveness and responsibility of the bidder, with pricing being the primary determinant for award.

There are no specific set-aside designations restricting participation in this procurement; however, the City has included an optional LGBTQ Applicant Opportunity Data Form to collect voluntary demographic information from LGBTBE-certified vendors and to facilitate inclusion of LGBTQ-owned businesses in the City's vendor database. Submission of this form is entirely voluntary and does not affect bidding eligibility or award considerations. The procurement carries a total contract value not to exceed $43,000, subject to annual adjustments based on the Consumer Price Index for All Urban Consumers (CPI-U) and rounded to the nearest $1,000. Successful vendors must maintain workers' compensation insurance at statutory limits, general liability insurance with limits of $500,000 per occurrence, and automobile liability insurance with limits of $300,000 per occurrence. All quoted prices must be net and exclusive of taxes, as the City of Philadelphia is exempt from federal excise, transportation taxes, and Pennsylvania Sales and Use Tax. Payment will be made electronically following delivery and City approval of products, contingent upon submission of invoices and supporting documentation.
