About this file

This is a seller checklist document issued by the City of Philadelphia Procurement Department for small order purchases submitted through the PHLContracts portal. The checklist provides step-by-step guidance for vendors responding to the Desktop Document Scanner micro purchase opportunity. Sellers must complete all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections before submitting their quotes. The procurement document specifies that the award will be made to the lowest responsive and responsible bidder, with the City retaining the discretion to award the contract as a whole or by individual line items based on its best interests. Sellers are required to quote all items to be considered eligible for award and must not deliver products or provide services until receiving official notification from the City department.

Key submission requirements include confirming seller role status, answering all mandatory questions, entering unit costs for each item, accepting terms and conditions, and submitting a signed Consent & Authorization form, which is mandatory for quote consideration. Vendors have the option to submit the LGBTQ Applicant Opportunity Data Form and may attach additional supporting documentation. The City of Philadelphia reserves the right to conduct the procurement as a micro purchase award under its small order purchase procedures, and sellers must ensure all validation warnings are resolved before final submission through the PHLContracts.phila.gov portal.
