About this opportunity

The City of Wilson is soliciting qualifications from design-build contractors for the design and construction of a new fuel island at the City Operations Center, 1800 Herring Ave., Wilson, North Carolina, with qualifications due November 17, 2026 and a pre-submittal conference on October 26, 2026.

The scope encompasses complete design and construction services including geotechnical, civil, structural, mechanical, electrical, plumbing, and permitting work. The facility will include two 20,000-gallon capacity tanks (diesel and unleaded), up to two DEF tanks with dispensers, two dual-head dispensers per fuel type, a shelter structure, fuel management software integration with the City's existing Central Square financial system, and supporting infrastructure including nozzles, hoses, emergency systems, fire suppression, vapor recovery, fleet card terminals, inventory monitoring, lighting, and bollards.

The total project budget is $1.5 million, covering all design, pre-construction, construction, testing, permitting, and inspection services. The Design-Builder must commit to a Guaranteed Maximum Price agreement under AIA document A141 and provide 100-percent payment and performance bonds.

The City will use Qualifications-Based Selection, evaluating submittals on five equally weighted criteria at 20 percent each: knowledge and resource management for timely and efficient delivery; design experience with comparable completed projects; general contracting experience including pre-construction services, scheduling, and budget control; prior success with GMP contracts; and familiarity with applicable laws, ordinances, and codes. Up to three teams will be invited for interviews; a finalist will be selected for fee negotiations. If negotiations fail, the City may negotiate with the next-highest-ranked team.

The Design-Builder must maintain current North Carolina licenses for all designers of record and an unlimited North Carolina contractor's license, and carry commercial general liability insurance of $5 million, commercial business automobile liability of at least $1 million per claim, and errors and omissions coverage of at least $5 million per claim for all designers of record. Written questions are due October 28, 2026. Notification of selected firms is anticipated in December 2026, with interviews also scheduled for December. Notice of intent to award is expected in January 2027, with substantial completion of design targeted for June 2027. Submittals must include 25 pages maximum (excluding the RFQ document) in five hardcopies via mail, hand delivery, or shipping, plus one electronic copy via Bidnet.
