The new facility will include two 20,000-gallon capacity tanks (diesel and unleaded), up to two DEF tanks with dispensers, two dual-head dispensers for each fuel type, a new shelter structure, integrable fuel management software compatible with the City's existing Central Square financial system, and supporting infrastructure including nozzles, hoses, emergency systems, fire suppression, vapor recovery systems, fleet card terminals, inventory monitoring, lighting, and bollards. The RFQ was issued on October 16, 2026, with a pre-submittal conference scheduled for October 26, 2026 at 10:00 AM. The deadline for written questions is October 28, 2026 at 5:00 PM, and qualifications submittals are due by November 17, 2026 at 3:00 PM. Notification of selected firms for interviews is anticipated in December 2026, with interviews also scheduled for December 2026. Notice of intent to award is expected in January 2027, with substantial completion of design targeted for June 2027. Submittals must include 25 pages maximum (excluding the RFQ document) submitted in five hardcopies via mail, hand delivery, or shipping, plus one electronic copy via Bidnet.

The total project budget for all design-build services is $1.5 million, which includes all costs for architectural, programming, design, pre-construction, construction-related services, testing services, permitting, inspection, professional service fees, and all expenses necessary to deliver a fully complete and operational fuel island to the City. The Design-Builder will be required to provide payment and performance bonds for 100 percent of the contract face amount and commit to a Guaranteed Maximum Price (GMP) agreement based on industry standard AIA document A141. The City will utilize Qualifications-Based Selection (QBS) methodology, evaluating submittals based on five equally weighted criteria at 20 percent each: specific knowledge and management of resources for timely and efficient design-construction; specific design experience with comparable completed projects; extensive general contracting experience including pre-construction services, scheduling, and budget control; prior experience with successful GMP contracts; and familiarity with applicable laws, ordinances, guidelines, and codes. The selection committee will identify up to three Design-Build teams for interviews, after which a finalist will be selected for fee negotiations. If negotiations with the selected team are unsuccessful, the City reserves the right to negotiate with the next highest-ranking team. The Design-Builder must maintain current North Carolina licenses for all designers of record and hold an unlimited North Carolina contractor's license, carry commercial general liability insurance of $5 million, commercial business automobile liability insurance of at least $1 million per claim, and errors and omissions coverage of at least $5 million per claim for all designers of record. The City assumes no responsibility for costs associated with proposal preparation.

Request for Qualifications

RFQ# 2627-04

The City of Wilson, North Carolina - (Owner)

Operations Center Fuel Island Project - (Project)

Request for Qualifications for providing Design-Build Services for the Project

Purpose of Procurement:

The City of Wilson, North Carolina, hereinafter referred to as “Owner” or “City,” will undertake the design and construction of the Project. Upon completion, there will be a fully functional and operational fuel island to support the City’s internal operations. The owner is initiating the design and construction phase of this Project with a qualification and interview process (as needed). The purpose and intent of the RFQ is to identify, evaluate, and select a design-build firm that has the interest, resources, background, experience and other appropriate qualifications to become the “Design-Builder” for the Project.

Purpose of the RFQ:

The selection of the Design-Builder will be by Qualifications-Based Selection (QBS) beginning with the review of this RFQ submittal. Factors and/or criteria to be used in the evaluation of this RFQ are listed and described in this document. The Owner will utilize the weightings specified for each evaluation factor stated, which factors, criteria and weightings will be evaluated solely as judged by the Owner.

The successful Design-Builder may, but is not required to, consist of a properly qualified business entity, including without limitation, a corporation, partnership, sole proprietorship, joint venture, or other business association recognized under applicable North Carolina law.

In selecting the Design-Builder, the Owner will rely upon the experience of the Design- Builder and the specific personnel that will be assigned to the Project for its duration in providing like services on projects of similar magnitude and complexity of the Project.

The window of opportunity for the design and construction of the Project requires the Owner to consider as an essential component in the selection the ability of the Proposer to provide qualified and project-ready personnel within an effective timeframe.

It is the responsibility of each Proposer to examine the entire RFQ, seek clarifications as necessary in writing, and review their submittal for accuracy before submitting their qualifications. Once submission deadlines have passed, all submissions will be final. The Owner will not request clarification from an individual Proposer relative to their submission but reserves the right to ask for additional information from all parties that have submitted qualifications. If there are multiple firms proposed as one team, each firm must describe itself accordingly in the RFQ submittal. Indicate on the first page of the submittal which firm/company is the Prime Design-Builder.

It is the sincere intention of the owner to be fair and equitable in its dealings with all candidates for selection. If, however, the City should determine that none of the Design-Build teams submitting are advantageous to the City of Wilson, the City shall have the absolute right to reject all submittals.

Project Delivery and Objectives:

The delivery method for this Project will be Design-Build, with a guaranteed maximum price and a single prime design-build agreement between the Owner and the Design-Builder.

The Design-Builder will be required to provide payment and performance bonds for 100% of the face amount of the design-build contract. The prime Design-Builder will be expected to fulfill the terms of the design-build contract through the delivery of a finished, fully usable, operational and code-compliant facility that satisfies the Owner’s project requirements.

The Owner chose the Design-Build project delivery method specifically to give it a single point of overall managerial, product delivery, schedule and financial responsibility on the part of the Design-Builder for all necessary and appropriate design, pre-construction and construction services, from programming through and including final completion with all approvals needed for use by the Owner from all agencies having jurisdiction for the Project.

The Design-Builder is expected to plan and deliver an efficient and cost-effective combination of design, pre-construction, and construction activities.

At all times and project stages, the Design-Builder shall use its best efforts to perform its services in a manner that is consistent with the Owner’s best interests, the project requirements, time constraints, and budget. The Design-Builder (through one or multiple tiers) shall provide all design professionals (including but not limited to geotechnical, civil engineering, architecture, structural, mechanical, electrical, plumbing, permitting, and all other necessary specialty design consultants), testing services, trade contractors, and trade supplier services and include the necessary contracts and subcontracts related to such services, with the exception of an independent third-party testing agent that will be procured or provided by the Owner to provide specific testing for project compliance purposes as required. The Design-Builder shall develop an overall project schedule for design, pre-construction and construction, which will be a contractual obligation and provide a regular schedule updated in conjunction with requests for pay applications. In addition, the Design- Builder will be responsible for the means, methods, sequences and techniques of construction and safety, as well as for the scheduling and coordination of the work of all pre-construction, construction, and miscellaneous contracts required for completion of the project within its predetermined budget limits and schedule. The Design-Builder shall coordinate its services with the Owner’s representatives and/or consultants and fully cooperate with them.

The total budget for all design-build services for the Operations Center Fuel Island Project is $1.5 million. Costs include the entire scope of services for this project to include beginning from initial selection of firm through construction close-out and turnover of a completed Project to the City. To further elaborate, this includes all costs including but limited to architectural, programming, design, pre-construction, construction related services, testing services, permitting, inspection, professional service fees, costs and expenses necessary to fully design, build and delivery of a fully complete and operational project to the Owner.

The construction for the Owner’s project shall be developed having a substantial completion design date of May 31st, 2027, with a final completion and in-service date of a date to be determined.

RFQ:

The Owner will review the responses to the RFQ and select the most qualified candidates, who propose the best value, for in-person interviews by the Owner’s Selection Committee. The Owner’s Selection Committee will consist of various City personnel.

Following the completion of the in-person interviews, the City will create a final ranking of Design-Builders based upon the interview results, in conjunction with their previously submitted written responses. No formal design competition will be held as a part of the selection process.

Each firm must show their ability to do the Project within the parameters as set forth in this RFQ. Once the Design-Builder finalist is selected, it will be responsible for pricing and value-engineering, including ultimately committing to a Guaranteed Maximum Price (GMP) for all necessary design, pre-construction, and construction services.

The Owner/Design-Builder Contract will be a customized, modified version of the industry standard AIA document A141 Standard Form of Agreement Between Owner and Design-Builder for a Traditional Design-Build Project and other associated and/or related documents to ensure the project Guaranteed Maximum Price (GMP) is agreed and adhered to.

Project Assumptions:

The Owner does not desire to enter into agreements for the design, pre-construction, and construction of the Project with multiple firms. At the same time, the Owner recognizes that the Design-Build delivery method sometimes involves a Prime-Design Builder that consists of joint ventures, partnerships, or other legally recognized business arrangements between or among firms to combine and provide the necessary design, pre-construction, and construction services and management capabilities needed for the Project. In the event that two or more firms desire to establish a business combination to propose on the Project at any tier or level, it is expected that one properly qualified business entity will contract with the Owner to be, and serve as, the Prime Design-Builder and that other properly qualified business entities may serve as subcontractors or consultants to the Prime Design -Builder.

The City shall contract with one Prime Design-Build firm.

The Owner expects all parties to this Project to work closely together and deal appropriately with project conditions to successfully complete the Project. A spirit of cooperation, collaboration, and professionalism among all parties to the Project is of utmost importance to the Owner.

The Design-Builder will engage the Architect of Record (AOR), Engineers of Record (EOR) and all other design professionals necessary to provide professional services, complete and properly-coordinated contract documents, and to comply with all State of North Carolina licensing and legal requirements. As a part of the professional services and deliverables provided by these professionals, they must properly address all aspects of the design and ensure that all equipment and material meet the design criteria requirements. It will be a contract responsibility of the Prime Design-Builder to address these issues. It is not the function of the Owner to address or be responsible for compliance with these requirements.

The Design-Builder, as part of its design and preconstruction services, will assist with developing a strategy for the most appropriate approach for the successful completion of the Project and to provide the best value for the Owner. For example, without limitation, the Design-Builder’s services will include, but not limited to the preparation of all appropriate construction schedules and the provision of accurate and timely cost estimating at all stages of the Project.

Definitions of Terms:

Whenever the term “RFQ,” is used, the reference is to this Request for Qualifications or portions thereof, together with any exhibits, attachments, or addenda it may contain.

Whenever the terms “shall,”” will,”” must,” or “is required” are used in the RFQ, the referenced task is a mandatory requirement of this RFQ. Failure to meet any mandatory requirement will be cause for rejection of a submittal.

Whenever the terms “can,” “may,” or “should” are used in the RFQ, the referenced specification is discretionary. Therefore, though the failure to provide any items so termed will not be cause for rejection, the Selection Committee may consider such failure in evaluating the quality of the submittal.

Whenever the terms “apparent successful” or “top-ranked” or “highest ranking” firm or offeror are used in this document, the reference is to the firm that the Owner’s Selection Committee ultimately judges to have submitted the case best satisfying the needs of the Owner in accordance with the RFQ. The selection of an apparent successful firm does not necessarily mean the Selection Committee accepts all aspects of the firm’s submittal proposal. The Owner reserves the right to enter negotiations with the apparent successful firm, or to move to another firm if those negotiations are unsuccessful for any reason.

Whenever the term “submittal” is used in the RFQ, the reference is to the response offered by a firm in accordance with the RFQ. The submittal responds only to the RFQ.

Whenever the term “Selection Committee” or “Review Committee” is used in the RFQ, the reference is to the Owner’s representatives responsible for administering and conducting the evaluation and selection process of the RFQ.

“Design-Build” refers to the construction project delivery method in which, among other things, the Owner holds a single contract with a business entity that has responsibility both to plan, design, and construct a project, and that holds the design and trade contracts.

“Design-Builder” refers to the design-build team member that will contract with the Owner for all services and work and holds all responsibility of project success, performance, and completion.

“Design Professional” (an inclusive term for all licensed design professionals), “Architect of Record,” and/or “Engineer of Record” all refer to the project’s architect(s) and/or engineer(s), whose responsibilities generally include programming, design, code compliance, and detailing of the facility. Under the Design-Builder delivery methodology, the Design Professional is an integral part of the Design-Builder entity under single contract with the Owner. These entities also operate under legal definitions of the State of North Carolina with statutorily imposed liability and responsibility.

“Building Commissioning” refers to a formal and systematic process of documentation, adjustment, testing, verification, and training focused on quality assurance and performed specifically to ensure that the finished facility operates in accordance with the Owner’s documented project requirements and the construction documents.

“Qualifications Submittal” and “Initial Written Submittal” both refer to a firm’s response to the RFQ.

“Qualifications-Based Selection” and “QBS” both refer to a procurement process for professional construction services for public projects. It is a competitive contract procurement process whereby consulting firms submit qualifications to procuring entity (Owner) who evaluates and selects the most qualified firm, and then negotiates the project scope of work, schedule, budget, and price.

“Firm” shall be interpreted as referencing the design entity, the construction entity, or the combined (e.g., joint venture) entity, as is reasonable.

“Fixed Fee” shall be proposed by the Design Builder and shall be defined as a specific dollar amount (stated as a lump sum) and agreed upon by all parties at the time of Contract Negotiation. This fee shall not be a percentage of the cost of the work.
