The scope encompasses design and construction of a new 48,000-square-foot administrative and clinical facility plus renovation of approximately 45,800 square feet of existing administrative and clinical space at 371 NC-65, Reidsville. The estimated project budget is $35.5 million, funded through debt financing and county fund balance. A non-mandatory project information meeting is scheduled for August 13, 2026 at 2:00 p.m., with the last date to submit questions on August 28, 2026. Rockingham County will notify short-listed offerors on September 17, 2026, issue the Request for Proposal on September 24, 2026, conduct confidential individual meetings with short-listed firms in October 2026, and accept proposal submissions due November 19, 2026, with notification of the preferred offeror on December 10, 2026.
SOQ evaluation criteria are project understanding and technical approach (35%), design-build engineering, permitting, and design past performance (20%), design-build project management and construction past performance (15%), team qualifications and key personnel (15%), and safety, quality control, and risk management (15%).
