About this opportunity

The Carroll County Commissioners, acting as Owner through the Carroll County Division of Utilities Department of Public Works, are requesting proposals for engineering design, bidding, and construction-phase services to upgrade the Sykesville Pumping Station in Maryland, with a pre-proposal on-site meeting at 9:00 a.m. on November 4, 2026 and electronic proposals due by 10:30 a.m. EST on December 9, 2026. The design must use the recommendations in the Preliminary Engineering Report as its basis, and no alternate recommendations will be considered.

The scope covers design development, permit acquisition, and construction administration at the pumping station at 7617 A Street, Sykesville, Maryland 21784. Deliverables include civil, structural, geotechnical, mechanical, and electrical plans and specifications, with design submittals at 30%, 90%, and final stages. The successful firm must complete final design within 270 calendar days of Notice to Proceed. For the 4,500 LF force main, the only included work is the recommended transient surge analysis; no other force main recommendations are in scope.

Proposals must include detailed work descriptions for the design, bidding, and construction phases, plus separate man-hour tabulations by task and position. Technical proposals are limited to 25 single-sided pages in 12-point minimum font and submitted through the Carroll County Office of Procurement's Public Purchase eProcurement system.

Technical proposals are scored on eight weighted criteria: soundness of project approach (20 points), thoroughness of work description (15 points), task lists and descriptions (15 points), basis of man-hour tabulation (10 points), engineering firm experience (10 points), team experience (10 points), quality of previous performance (10 points), and personnel qualifications (5 points). An additional criterion addresses the team's ability to provide required disciplines.
