1. Project Summary and Scope of Work The County Commissioners of Carroll County (Owner) are requesting proposals for the engineering design, bidding, and construction phase services for upgrades to the Sykesville Pumping Station based upon the Preliminary Engineering Report (PER) and the report’s summarized Recommendations for Improvements. The PER is included within this Request for Proposal packet. The PER also makes recommendations regarding the 4,500 LF force main that conveys effluent from the pumping station. Except for the recommended transient surge analysis, no other recommendations for the force main are part of this scope of work.
The Sykesville Pumping Station is located at 7617 A Street in Sykesville, MD 21784. It was designed and initially constructed in 1972-73 under Contracts S-6 and S-12. The facility was subsequently upgraded in 2006 under Contract S-346.
Interested Firms will be required to utilize the Recommendations for Improvements contained within the Preliminary Engineering Report as the basis of design for this project. There is no interest in having interested firms revisit or provide alternate recommendations to those presented within the PER.

10. Method of Selection The Technical Proposals will be evaluated individually by members of the evaluation committee.
The committee will then meet and scoring for the Technical Proposals will be finalized by committee consensus. These scores will be submitted to the Office of Procurement. At that time, Procurement will request the submittal of a Financial Proposal from the highest ranked firm within three full business days. The Financial Proposal must be submitted in the format described in Item No. 11. Upon receiving the Financial Proposal, the evaluation committee will review the hourly rates and prices. After review, the Owner will begin negotiations with the highest ranked Firm. The Owner and Firm have up to three attempts to negotiate a contract. After three unsuccessful attempts have been made, the Owner has the right to terminate negotiations and repeat the Financial Proposal process with the next highest ranked firm. Once a successful negotiation has been finalized, that firm will be recommended for an award of the contract. The contract award is based on the approval of the Board of County Commissioners. Award shall be made to the responsible offeror whose proposal is determined in writing to be the most advantageous to the County, based upon the evaluation factors set forth in the request for proposals. The County reserves the right to enter into a contract deemed to be in the best interest of the County.
