The scope encompasses design services for four project packages: Wacky World Playground and Restroom Site Improvements, Equestrian Center Ring B Expansion, Spine Pathway/Gateways/Waggy World Dog Park Site, and various Equestrian Center Improvements. The design consultant will deliver phased services across Project Initiation and Concept Design, Schematic Design, Design Development, Construction Documents, and Bid Phase Services, with a projected timeline of approximately seventeen months from notice to proceed. Funding derives from the 2021 Parks Bond Referendum, with the City allocating $6 million for Wills Park Improvements and $5 million for Equestrian Center Improvements; the Wills Park Equestrian Foundation has committed an additional $5 million toward the equestrian project. Compensation is structured as a lump sum with separate fees for each design phase.

Evaluation criteria are firm qualifications (40% weight), example projects and references (20% weight), and project understanding and approach (40% weight). The City's selection team includes representatives from Public Works and Recreation, Parks, and Cultural Services, with interviews conducted with the highest-scoring firms. The City reserves the right to reject all statements or waive technicalities to award a contract in its best interest.
