About this opportunity
Gila River Indian Community is soliciting proposals for civil engineering design services for District 4 Subdivision Sites 1 and 6 in Maricopa and Pinal Counties, Arizona, with a pre-proposal conference on November 3, 2026 at 9:00 a.m. in Chandler and proposals due November 18, 2026 at 11:00 a.m. through the Bonfire e-Procurement portal. Community or Indian-owned enterprises receive a preference of up to 10 points and must submit the Indian Enterprise Qualification Statement (Exhibit E) to qualify.
The scope covers sketch plans, preliminary plats, engineering design plans, final plats, construction documents, and construction administration for two proposed 19-acre residential subdivisions with approximately one-half acre lots. Required work includes site analysis, infrastructure design for sewer, water, drainage, utilities, and roadway improvements, permitting support, and compliance with tribal regulatory requirements. Services must be completed within 360 days of the Notice to Proceed. The contract is subject to Gila River Indian Community law, and the firm must obtain a business license under GRIC Code, Title 13, Chapter 2. Preliminary site plans dated January 21, 2026 show 30 residential lots on each site, with two stormwater retention basins per site. Mandated construction specifications include positive drainage slopes of 1 percent minimum to 2 percent maximum for pedestrian areas, fiber-reinforced concrete sidewalks, lighting limited to one foot-candle at property lines, underground utility placement, and ADA-accessible paths from parking to main entrances.
The selected firm must carry Commercial General Liability of $1 million per occurrence and $2 million aggregate, Professional Liability of $1 million per claim with a deductible no greater than $100,000 maintained for five years post-construction, Automobile Liability of $1 million, and Workers Compensation as Arizona law requires.
Evaluation totals 120 possible points: Quality of Firm Management and Team (30), Firm's Experience with Similar Facilities (30), Ability to Meet Project Schedule and Current Workload Strategy (20), Cost Competitiveness (20), Quality of Technical Approach (10), and Community/Native American-Owned Firms (10). The Community reserves the right to negotiate fees based on final scope and will not pay costs incurred before contract execution. Billing is monthly upon completion verification, with payment issued 30 days after approval. Site visits must be coordinated through Tribal Projects Development and are not authorized before the Notice of Award. Written questions are due November 6, 2026, and the approximate selection date is December 4, 2026.
A separate Feasibility Study RFP is attached to this opportunity. It covers site analysis, market assessment, infrastructure evaluation, and preliminary design recommendations, with award to the best-value firm and pricing negotiated during evaluation.
