About this opportunity
The Gila River Indian Community is requesting proposals for civil engineering design services for District 4 Subdivision Sites 1 and 6 under RFP-0657-TPD, with proposals due October 5, 2026 at 11:00 a.m. via Bonfire e-Procurement and selection anticipated October 14, 2026. The RFP includes a Community/Native American ownership preference valued at 10 of 120 evaluation points. A pre-proposal conference is scheduled for September 14, 2026 at 9:00 a.m. at the District 4 Multi-Purpose Facility in Sacaton, Arizona, with written questions due September 17 at 4:00 p.m. and responses due September 22 at 5:00 p.m.
The scope encompasses design services for two approximately 19-acre residential subdivision sites, each containing 30 lots of approximately 0.5 acres. Deliverables include sketch plans, preliminary plats, 30% and 60% engineering plans, final engineering design plans, construction documents, and construction administration services. The design must address offsite utility and roadway improvements including sewer force mains with new lift station designs, waterline extensions, roadway widening, and turn lanes. The consultant must prepare formal Traffic Impact Studies, conduct full utility capacity analyses and modeling, and lead coordination with the Bureau of Indian Affairs for encroachment permit preparation and processing. A Certified Federal Surveyor (CFedS) certification is required. The contract completion time is 360 days from the Notice to Proceed. Addendum No. 1 (September 22) clarified that archaeological data recovery was completed in November 2018, eliminating the need for additional archaeological services, and confirmed the project location is District Four.
Pricing is submitted on a fee schedule basis with the Community reserving the right to negotiate final fees. Evaluation criteria total 120 points: firm management and team quality (30 points), experience with similar facilities (30 points), ability to meet schedule and current workload (20 points), cost competitiveness (20 points), technical approach (10 points), and Community/Native American ownership preference (10 points). The selected firm must maintain comprehensive insurance including commercial general liability ($1 million per occurrence/$2 million aggregate), professional liability ($1 million per claim with up to $100,000 deductible), automobile liability ($1 million combined single limits), and workers' compensation as required by Arizona law, with professional liability required for five years following construction completion. Travel costs incurred prior to contract execution are not reimbursable.
