About this opportunity

The County of San Luis Obispo is requesting proposals for professional design services for the Cayucos Pier Reconstruction Project under Informal RFP #1982, with proposals due July 2, 2026 at 3:00 p.m. and a mandatory two-hour project kickoff and site visit meeting required prior to submission.

The scope includes restoration of the Cayucos Pier to pre-2024 condition at Bents 60 and 61, with in-kind replacement between those bents except for steel pipe piles at Bent 61. Design services encompass project management, preliminary design report, 60% and 100% design phases, engineering support during bidding and construction, and optional geotechnical investigation. Key deliverables include construction plans, specifications, connection details, cost estimates, and construction schedules. The scope also incorporates retrofit recommendations from the September 2024 Condition Assessment Report: retrofitting connections at battered-pile to plumb-pile joints, replacing 59 battered pile head treatments, and installing wraps on specified piles. Permitting and environmental studies are excluded.

The contract is time-and-materials with a not-to-exceed value established through cost proposal negotiation. The preliminary design report is due within six weeks of notice to proceed; subsequent design phases are due five weeks after County review comments. The contract term is three years from award. Work is performed at the Cayucos Pier, San Luis Obispo County. The County plans to bid the construction contract in spring 2027 for summer 2027 construction.

Evaluation is on a 100-point scale: understanding of scope (25 points), demonstrated expertise in similar work (25 points), and qualifications and experience of key staff (50 points). Proposals must be submitted as two separate PDFs—technical and cost—through the County's Purchasing website. Questions are due June 23, 2026 at 3:00 p.m. The successful proposer must execute a contract within 15 business days of contract document delivery. Proposals remain firm for 90 days after closing. The County requires participation in four virtual status update meetings and reserves the right to reject all proposals, make multiple awards, make no award, or cancel the RFP at any time.

Update #1 ·

The County of San Luis Obispo (County) is currently soliciting proposals for professional services for design of the Cayucos Pier Reconstruction Project. The purpose of the Cayucos Pier Reconstruction Project (Project) is to provide design services to restore the Pier back to its pre-2024 condition at Bents 60 and 61, prior to damage and removal of the end of the Pier. The scope of work assumes the Pier will be replaced in-kind between bent 60 and 61, except for the piles at bent 61 which will be replaced with steel pipe piles. The design will also implement the recommendations from the September 2024 Condition Assessment Report to 1) retrofit all the connections at the battered-pile to plumb-pile joints, 2) replace 59 battered pile head treatments, and 3) install a wrap like the existing retrofit on those piles identified in the Condition Assessment Report.
