About this opportunity
Chatham County Parks and Recreation Department (CCPR) is soliciting competitive proposals for the design, provision, and installation of playground equipment at Charles C. Brooks Park Complex in Savannah, Georgia. The procurement seeks a qualified playground equipment manufacturer and/or distributor to deliver a modular composite play structure designed for children ages five through twelve, with a minimum user capacity of 82 and a maximum fall height of 9 feet. The structure must occupy a use zone of approximately 75 feet by 40 feet and include approximately 3,000 square feet of protective surfacing, providing a minimum of 15 elevated play activities and 6 ground-level play activities with accessible components. All equipment must comply with ASTM F1487, CPSC Publication #325, 2010 ADA Standards for Accessible Design, and IPEMA certification requirements, featuring powder-coated galvanized steel, rotationally molded UV-stabilized plastic, and reinforced rope systems. The pricing proposal must include all labor, material, equipment, design costs, shipping/freight, insurance, bonding, and miscellaneous expenses as an all-inclusive amount. An on-site pre-proposal conference is scheduled for 2:00 P.M. on June 2, 2026, at Charles C. Brooks Park located at 7001 Johnny Mercer Boulevard, Savannah, Georgia 31410. Proposals must be submitted online through the County's procurement portal at https://chathamcountyga.bonfirehub.com/portal by 5:00 P.M. on June 12, 2026. Work shall commence within ten days after receipt of the Notice to Proceed and must be completed within six months thereafter, with liquidated damages of $200 per calendar day assessed for failure to complete work within the authorized construction time. Evaluation will be based on qualifications and experience (30 points), project approach (30 points), local MBE/WBE participation (15 points), pricing proposal (20 points), and references (5 points), with potential additional points (30) awarded for interviews/presentations if required.
The County prioritizes minority-owned and women-owned business enterprise (M/WBE) participation and requires a Chatham County business license prior to contract award, with good faith effort documentation required to demonstrate meaningful M/WBE engagement in solicitation scope, work breakout, negotiation, and assistance with bonding and equipment acquisition. Bidders must submit a bid bond, certified check, or money order equal to 5 percent of the bid price, and if awarded the contract, must post a payment and performance bond in the amount of 100 percent of the contract price prior to contract execution. All bonds must be executed by a surety authorized to conduct business in Georgia and approved by Chatham County. Bidders must comply with comprehensive certification and compliance requirements including drug-free workplace certification, non-discrimination promises, E-Verify enrollment and compliance, debarment certification, immigration status verification under SAVE requirements, and lobbying affidavits as outlined in the attachments. The procurement does not identify any incumbent vendors or specify a budget range; the contract will be awarded to the responsible proposer whose proposal is most advantageous to Chatham County, considering price and all evaluation factors.
