About this opportunity
The City of Bryan, Texas is requesting qualifications for professional engineering services to design the rehabilitation of Water Well 10, with statements of qualifications due October 12, 2026 at 2:00 p.m. Central Standard Time. Local firms are preferred in case of ties among equally qualified respondents.
The scope encompasses comprehensive engineering design services for re-drilling and rehabilitation of the existing well to restore it to permitted production levels of 2,000 gallons per minute. The well, drilled in 1954 and currently producing only 280 gallons per minute, requires design drawings, permitting coordination with applicable state and local agencies, construction documents, cost estimating at preliminary and final design stages, bid phase services, and full construction phase services including inspections and as-built documentation. Responses must not exceed 25 pages and should address qualifications and experience of the design team, demonstrated experience on similar projects, project timeline, methodology and technical approach, and three references from government agencies.
Design fees are subject to a maximum of 7.5% of the Engineer's Opinion of Probable Construction Cost, consistent with the City's internal policy. Final scope and fee will be negotiated following firm selection in accordance with Texas Government Code 2254. The contract term is twelve months from the date of City approval, with the option to extend for three additional twelve-month renewal periods under the same terms and conditions. No fee proposals are requested in the statement of qualifications. The City will not accept contract terms requiring pre-payment for services, supplies, or equipment; payment will be made within 30 days of satisfactory delivery and billing.
The selection committee will evaluate proposals based on qualifications and experience (20%), demonstrated firm experience (25%), project timeline (20%), methodology and technical approach (25%), and references (10%). Public acknowledgment of responses will occur via Zoom.
