About this opportunity

Escambia County, Florida, is seeking professional consulting firms to provide design criteria and Construction, Engineering, and Inspection (CEI) services for a new fire station located on Kingsfield Road, as part of a broader initiative to replace two existing fire stations and construct three new stations. The procurement is a Request for Letters of Interest (RLI) for a Design-Build project, focusing on developing comprehensive design criteria and preparing 30% plans for a versatile fire station concept that includes apparatus bays, sleeping quarters, living spaces, training areas, fitness centers, decontamination facilities, and integrated technology systems. Respondents must be Florida-registered architects, structural engineers, and civil engineers with a minimum of ten years' experience in similar consulting services. The selection process will evaluate firms based on specific criteria: experience (30 points), personnel qualifications (15 points), personnel availability (15 points), project administration and management (25 points), and performance examples (15 points), with preference given to firms with fire station construction oversight experience. The RLI was posted on August 1, 2025, with a response deadline of September 2, 2025, and requires the selected firm to provide comprehensive project management services, including weekly meetings, design compliance monitoring, construction inspection, quality assurance programs, and one-year post-occupancy support services.

The procurement has specific restrictions, notably that the selected CEI firm will be ineligible to submit proposals for the subsequent Design-Build solicitation. While no specific set-aside designations for disadvantaged enterprises are mentioned, the RLI requires respondents to maintain professional errors and omissions insurance with minimum limits of $20 million per occurrence and demonstrate financial capacity to provide performance bonds. No incumbent vendors or existing infrastructure details are provided in the documentation. The RLI does not disclose a specific dollar amount for compensation, with the award to be made by the Escambia County Board of County Commissioners on a lump sum basis. The project scope includes design criteria establishment, 30% plan preparation, construction administration, inspection, commissioning, and one-year warranty management for the new Kingsfield Road fire station. Professional firms interested in this opportunity must demonstrate substantial experience in fire station construction, comprehensive project management capabilities, and the technical expertise to support the county's infrastructure expansion efforts.

Opportunity text

During a regularly scheduled Board Meeting in May, the Escambia County Board of County Commissioners voted to replace two fire stations and add three fire stations to areas that don't have adequate fire protection. Commissioners identified five different locations: Pleasant Grove (replacement), Myrtle Grove (replacement), Paradise Beach (New-Bauer Road), Cantonment (New-Kingsfield Road), and Brownsville (new-location to be determined).

This Request for Letters of Interest (RLI) pertains to the Design Criteria and Construction, Engineering, and Inspection services (CEI) services for one (1) of those fire stations, Kingsfield Road (new fire station). This fire station will be constructed using the traditional Design-Build delivery approach. The professional firm selected under this contract will provide CEI services to the County during the Design-Build process and warranty management services for one (1) year after completion.

It is the intent of the County at this time to competitively seek a separate professional Design-Build firm to complete the design and construction of the buildings. The CEI firm will not be eligible to submit proposals for the Design-Build solicitation.
