About this file

This document is a Question & Answer Report from Escambia County Purchasing for RLI No. PD 24-25.127, seeking Design Criteria and CEI Services for a new fire station on Kingsfield Road. The solicitation is for hiring a professional firm to produce a Design Criteria Package with 30% Plans and Specifications and provide Construction Engineering and Inspection (CEI) services throughout the Design-Build process. The response deadline is September 2, 2025, at 2:00 pm, with the document dated August 23, 2025. The county explicitly clarifies that a single firm cannot complete both the design criteria and construction parts of the project, and separate solicitations will be used for each phase.

The document includes two key clarifications: first, a confirmation that the solicitation is for separate firms to handle design criteria and construction, and second, details on professional liability insurance requirements. For insurance, the county specifies Professional Liability coverage with limits of at least $1,000,000 per wrongful act and $2,000,000 policy aggregate, with potential for higher limits depending on the complexity and value of the design work. The insurance should cover wrongful acts, errors, or omissions of the consultant, and more extensive design work may require higher coverage limits, such as $3,000,000 / $6,000,000.

1. Request for Clarification on RLI Firm Type Requirement

Aug 8, 2025 4:31 PM

Question: Could you please clarify what the County is requesting in the RLI regarding the reference to Design-Build Firms and CEI firms? Is the requirement intended to apply to both, or just one of these firm types?

Aug 8, 2025 4:31 PM

Answered by Robert Hogan: The solicitation is for the County to hire a professional firm that can perform the functions required to produce a Design Criteria Package with 30% Plans and Specifications as well as provide CEI services through out the completion of the Design-Build process. The Design-Build firm will be hired under a separate solicitation and will be expected to complete the design and specifications to 100% as well as construct the project. A single firm cannot complete both parts of this project.

QUESTION & ANSWER REPORT

RLI No. PD 24-25.127 Design Criteria and CEI Services - Escambia County New Fire Station - Kingsfield Road

Question: Could you clarify the insurance requirements for errors and omissions? Is 20,000,000 per occurrence correct? Its states under project documents/professional insurance requirements $2,000,000?

Answered by David Miller: Please clarify where you are seeing this. I have looked and cannot locate this amount. 7. Insurance for Professional Services Professional Liability (based on scope and trade) coverage should be included. This coverage should provide coverage for wrongful acts, errors, or omissions of the Consultant. Limits of at least $1,000,000 per wrongful act and $2,000,000 policy aggregate required.

Higher value, more extensive design work should be reflected in requirements for higher limits, for example $3,000,000 / $6,000,000.
