About this opportunity

The City of Shreveport, Louisiana is requesting proposals for design, fabrication, delivery, and installation of monument signage at three transit facilities — the Gateway Hub, Crossroads Hub, and Intermodal Terminal — plus one digital display-billboard sign at the Intermodal Terminal, under RFP 26-810, with proposals due August 27, 2026 at 3:00 p.m. CST. The project is federally funded through the Federal Transit Administration, triggering Buy American Act certification and FTA contract provision compliance requirements.

A Fair Share goal of 25% participation by small disadvantaged businesses (FSC, S/DBE, or DBE firms) is required, with documentation of good faith efforts if the goal cannot be met.

The scope includes site visits and field verification, final design drawings and structural calculations, permitting and regulatory approvals, fabrication and installation of three monument signs, furnishing and installation of one digital display sign with supporting infrastructure, controllers, communications equipment, and software, foundations and concrete work, electrical connections, utility coordination, site restoration, ADA compliance verification, startup and commissioning, personnel training, and comprehensive warranties and documentation.

The estimated contract value is $300,000. The contract term is one year from award, with the City reserving the right to renew for four additional one-year increments at mutually agreeable terms. Pricing shall be firm for the initial contract term; any subsequent increases are limited to documented cost increases or the applicable CPI or PPI, whichever is lower. All work must be completed within 120 days from contract signing.

Proposals are evaluated on understanding of project requirements (0–25 points), experience and qualifications (0–25 points), design quality and innovation (0–20 points), project management and timeline (0–15 points), and cost effectiveness (0–15 points). The lowest responsive cost proposal receives the maximum 15 cost points; other proposals are scored proportionally.

Insurance requirements include Commercial General Liability of $1,000,000 combined single limit, Comprehensive Auto Liability of $500,000 combined single limit, Workers Compensation, and Builders Risk Insurance. Contractors must complete Fair Share documentation Forms 1–4 within 72 hours of being designated the apparent lowest bidder.
