About this opportunity

Shawnee County, Kansas is requesting qualifications from design-build teams for a complete renovation of the Maner Conference Center, with Phase I Statement of Qualifications due September 9, 2026 at 2:00 p.m. and a mandatory pre-proposal conference on August 19, 2026 at 9:00 a.m. at the facility. The County will execute a three-phase qualifications-based selection process under K.S.A. 19-216f, progressing from Phase I submissions through Phase II facility tours and technical proposals to Phase III cost and schedule proposals from shortlisted firms.

The scope encompasses interior renovation of conference and meeting rooms, audiovisual and technology system modernization, HVAC replacement with energy efficiency improvements, electrical and lighting upgrades, fire protection and life safety improvements, ADA accessibility enhancements, restroom renovations, interior finishes and furnishings, exterior remodeling to match adjacent facilities, and parking area renovation or replacement. The facility was constructed in 1998 and serves as the primary public meeting venue for the Stormont Vail Events Center.

The estimated total project budget ranges from $7 million to $8 million. The selected design-build team will provide a fixed fee for services and a Guaranteed Maximum Price for construction along with a Guaranteed Delivery Date. Evaluation weights qualifications at 80 percent and price proposals at 20 percent, with qualifications assessed on organizational capabilities (30 points), experience with similar projects (15 points), specialized expertise (15 points), safety record and management programs (5 points), project approach and schedule (20 points), and contractor availability (15 points). Pass/fail requirements include bonding capacity under K.S.A. 60-1111 and required insurance coverage. The County will award a $500 stipend to each prequalified team whose responsive proposal is not selected for Phase II, or $1,000 if all proposals are rejected for the County's convenience. Design-build teams may not replace identified subcontractors or subconsultants without written County approval. All submissions must be made through Shawnee County's electronic bid portal. County evaluation of Phase I submissions concludes by September 18, 2026.
