About this opportunity
Tooele County, Utah is requesting design-build proposals for a complete exterior signage system at The Peak Sports & Entertainment Complex, with proposals due September 25, 2026 at 3:00 p.m. Mountain Time via utah.bonfirehub.com.
The scope comprises 67 base signs across multiple families: tree directional signs (3 units), road directional signs (6 units), location identification signs (9 units), map kiosks (4 units), ticketing chevrons (2 units), indoor and pavilion cabinets (2 units), aquatic center cabinet (1 unit), convention center vinyl graphic (1 unit), parks and recreation office cabinet (1 unit), arena signs (2 units), and field-number signs (36 units). An additive alternate includes three double-sided illuminated entrance monuments. The contractor is responsible for all professional design, project management, labor, supervision, materials, equipment, transportation, hoisting, excavation, electrical work, permits, inspections, testing, site restoration, warranties, and incidental work. The contractor must obtain all necessary building, sign, electrical, and permit approvals from Grantsville City and other applicable authorities and provide professional liability insurance for structural and electrical design services.
Pricing shall be submitted as separate fixed lump-sum documents for the Base Proposal and Additive Alternate No. 1, with all design, engineering, surveys, permits, fabrication, installation, bonds, insurance, and warranty costs incorporated. Offers must remain firm for 90 calendar days following the submission deadline. The contract term extends from execution through completion and acceptance.
Evaluation employs a best-value methodology weighting technical merit at 70 points and price at 30 points. Technical criteria address project understanding and design-build approach, relevant experience and qualifications, team availability, project management and scheduling, fabrication and installation quality, and risk identification. The County anticipates a single award to the responsive and responsible vendor with the highest combined score and an intent-to-award notice in October 2026. Site visits are optional and unscheduled; the complex is open during normal operating hours. No proposal security is required; the successful contractor must provide performance and payment bonds each equal to 100 percent of the awarded contract price.
