About this opportunity
The Rhode Island Department of Elementary and Secondary Education is conducting a Request for Proposals (RFP24004000) for Design-Build (D-B) Services for the William M. Davies Jr. Career & Technical High School Capital Projects. The procurement seeks qualified firms to provide comprehensive design and construction services for capital improvements at the high school located in Lincoln, Rhode Island. Vendors must submit both technical and cost proposals electronically through the Ocean State Procures system, with responses due by April 19, 2024 at 1:30 PM EDT. A non-mandatory pre-bid conference is scheduled for March 27, 2024 at 2:30 PM at the school site, and a vendor Q&A period will run from March 19 to April 3, 2024. Evaluation criteria will include technical merit, cost proposal, and ISBE participation rates, with vendors required to demonstrate experience in design-build services for educational facilities. Proposing firms must provide a bid surety bond or certified check for 5% of their cost proposal and be prepared to furnish 100% payment and performance bonds if selected. The contract period is expected to run from approximately May 1, 2024 through June 30, 2026.
The RFP strongly encourages participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs), with additional evaluation points awarded based on proposed ISBE utilization rates. Vendors must be registered in the Ocean State Procures system and comply with state affirmative action and prevailing wage requirements. Insurance requirements are comprehensive, including $1 million in general liability coverage, $100,000 in workers compensation, $1 million in automobile liability, and $2 million in professional liability coverage. While no specific incumbent vendor is mentioned, the state reserves the right to award the contract based on cost alone or reject any and all proposals. The RFP does not specify a precise total contract value, but funding will be provided through state appropriations. Successful vendors must use the AIA Document A141-2014 Standard Form of Agreement between Owner and Design Builder and must be licensed to conduct business in Rhode Island.
