About this opportunity
The City of Clearwater is requesting qualifications from design-build teams to furnish, install, and commission a natural gas-powered standby generator serving both the CNG fueling station at 1020 N. Hercules Avenue and the Clearwater Executive Airport new terminal building, with responses due October 22, 2026 and questions due October 12, 2026. A portion of project funding flows through the Florida Department of Transportation, and the selected design-builder must comply with all applicable FDOT terms and conditions.
The design-builder assumes full responsibility for existing-conditions assessment, product selection, design, permitting, integration of all system components, installation, testing, staff training, and project closeout. The preliminary design basis is 1,500 kilowatts; final sizing and system coordination remain the design-builder's responsibility. Minimum qualifications include five years of experience with natural gas-powered standby generators, three references preferably from public agencies, and at least one project involving CNG refueling station or similar fuel infrastructure within the past ten years. The design-builder must demonstrate financial capacity and bonding capacity for similar projects.
The anticipated contract term extends from January 2027 through July 2028, with the City retaining extension rights upon thirty days' written notice. Design and construction phases are negotiated separately under guaranteed maximum price arrangements using open-book pricing, governed by AIA A141-2024 with City modifications. Insurance requirements include commercial general liability of $1 million per occurrence and $2 million aggregate, professional liability of $2 million per occurrence, workers' compensation, and builder's risk coverage. Evaluation criteria weight qualifications of team, consultants, and subconsultants at 50 percent and technical approach at 50 percent. Presentations and interviews are anticipated for the week of November 16, 2026, with City Council authorization expected in January 2027.
