About this opportunity
The Maryland-National Capital Park and Planning Commission is requesting proposals for design-build services to renovate approximately 10,000 square feet of the Deerfield Run Community Center and construct a 5,000 square foot addition at 13000 Laurel-Bowie Road, Laurel, Maryland, with proposals due September 30, 2026 and a pre-proposal meeting on August 19 at the site.
The prime offeror must have been in continuous operation for a minimum of five years and must have successfully completed at least two design-build projects of similar scope within the past seven years. The project requires minimum LEED Silver Certification under LEED v4 and compliance with the 2010 ADA Standards for Accessible Design. The selected team must provide a dedicated full-time Project Manager with minimum five years of relevant experience, an Assistant Project Manager, Field Superintendent, and supporting technical staff.
Deliverables include comprehensive architectural and engineering design services, permitting and regulatory approvals, and full construction services for both renovation and addition. The design-builder must coordinate closely with Prince George's County Public Schools due to adjacency to Deerfield Run Elementary School. Cost estimates are required at 15 percent, 35 percent, 65 percent, and 95 percent design completion phases, with the design-builder responsible for managing costs within the established budget and making necessary modifications at no additional cost to M-NCPPC.
The total project budget does not exceed $9 million and includes all costs for design, permitting, construction, furnishings, fixtures, equipment, and sustainable design allowances. A bid bond equal to five percent of the total base bid is required for contracts exceeding $100,000; performance and labor/material payment bonds, each in the amount of 100 percent of the contract amount, are required upon award. Questions are due August 28, 2026. M-NCPPC anticipates issuing a Notice to Proceed in Winter 2026.
