About this opportunity

The Central Florida Tourism Oversight District (CFTOD) is seeking competitive proposals for a Design-Build Boiler #3 Replacement-Phase 1 project at their Central Energy Plant in Lake Buena Vista, Florida. This procurement involves a comprehensive design-build contract for engineering, procurement, and construction of a standalone modular High Temperature Hot Water (HTHW) boiler plant. The project requires qualified design-build teams to provide a complete system including boilers, pumps, controls, expansion tanks, chemical treatment, and ancillary equipment. Key deliverables include installing a temporary HTHW boiler #3 by September 2025 and a modular HTHW boiler plant by September 2026, with both systems requiring extensive infrastructure work such as piping, natural gas connections, electrical systems, concrete foundations, and system integration. A mandatory site visit is scheduled for Thursday, March 20, 2025, at 10:00 A.M. at the CFTOD Administration Building Boardroom, with the proposal due date set for March 28, 2025. The bid will be conducted electronically through the PlanetBids platform, with vendors required to register to submit questions and bids.

The solicitation demonstrates preferences for local vendors, veteran small businesses, and opportunity zone businesses. While specific set-aside designations are not explicitly detailed, the procurement appears to encourage participation from diverse business types. The project aims to restore N+1 redundancy in the energy plant's boiler infrastructure, suggesting potential opportunities for small and medium-sized engineering and construction firms with specialized mechanical and energy systems expertise. The existing infrastructure requires comprehensive integration of new mechanical, electrical, and structural components, indicating a complex technical procurement. Though a specific budget range is not provided in the available documentation, the extensive scope of work—including boiler installation, electrical systems, controls integration, and structural modifications—suggests a significant capital investment. Vendors will need to demonstrate advanced capabilities in high-temperature hot water systems, mechanical engineering, and complex infrastructure project management to be competitive in this procurement.

We are pleased to invite you to participate on Bid #C006790 Design-Build Boiler #3 Replacement-Phase 1 (Central Energy Plant). The following link is to our new bidding platform, hosted by PlanetBids™, where you can find the bid documents: BID LINK HERE.

The Central Florida Tourism Oversight District (CFTOD) seeks competitive proposals from 'qualified' design-build teams for the engineering, procurement and construction/installation of a standalone modular High Temperature Hot Water (HTHW) boiler plant, which includes, but is not limited to: boiler(s), pumps, controls, expansion tanks, chemical treatment and ancillary equipment. In addition to the installation of the modular HTHW boiler plant, a temporary HTHW boiler is to be installed as a backup to the current temporary steam boiler which was installed due to operational, and reliability concerns with the existing boiler #3 and backup Heat Recovery Steam Generator (HSRG) systems.

The addition of a temporary HTHW boiler #3 will return the system to N+1. The temporary boiler #3 shall be installed and available for operation by September 2025. The temporary boiler #3 will remain in service until the modular HTHW boiler plant system is available for operation. The modular HTHW boiler plant shall be installed and ready for operation by September 2026.

Both systems will be located at the District's Central Energy Plant (CEP) 5300 Center Drive, Lake Buena Vista, Florida (the "Project"). Also, both systems will include but not limited to, major and minor piping and ancillary equipment, natural gas connections, plumbing systems, associated 480V, 120V, and low voltage electrical and controls systems and integration, concrete foundations and supports, structural steel work, painting, and insulation.

We look forward to your participation.
