About this opportunity

Events DC is soliciting proposals for design and permit-ready sprinkler systems services at the DC Armory under RFP #25-S-051, with proposals due June 22, 2026, and a 35% set-aside for Certified Business Enterprises as mandated by the District of Columbia's Small and Certified Business Enterprise Development and Assistance Amendment Act of 2014.

The scope requires design and permitting services for fire sprinkler systems in the 70,000-square-foot Drill Hall, including site investigations, code-compliant design, permit coordination with the DC Department of Buildings and DC Fire and EMS Department, utility verification, water supply analysis, hydraulic calculations, sprinkler layout and spacing, and seismic bracing requirements. All work must comply with NFPA 13, the DC Fire Code, and the International Building Code with consideration for historic preservation requirements. Deliverables are construction documents suitable for permit submission and construction bidding.

Minimum qualifications include 15 years of experience designing NFPA 13 sprinkler systems for historic buildings and large public assembly facilities of 50,000 square feet or greater, 10 years of experience in high-occupancy facilities such as arenas and convention spaces, and a licensed Professional Engineer or Fire Protection Engineer in the District. Contractors must submit fully loaded, fixed hourly rates for Licensed Fire Protection Engineers/Professional Engineers, Project Managers/Coordinators, Fire Sprinkler Designers/CAD Specialists, Hydraulic Calculation Specialists, Field Verification Staff/Site Survey Technicians, Code Compliance Reviewers, and BIM Coordination Specialists, plus other direct costs on a reimbursement basis. Quotes must remain valid for 90 calendar days.

The base term extends from award through September 30, 2027, with four one-year renewal options. The contract is firm-fixed-price. Evaluation allocates 85 points to technical factors (key personnel qualifications, specialized experience and references, and technical approach) and 15 points to cost, with up to 12 additional preference points available for certified CBE vendors.

A pre-proposal site visit and conference was held May 27, 2026. Written questions were due May 29, 2026. Contractors must comply with First Source Employment Agreement requirements (51% District resident hiring mandate for contracts exceeding $300,000), wage determinations, a preliminary subcontracting plan allocating 35% of annual contract value to SBE or CBE subcontractors, and comprehensive insurance coverage including general liability, umbrella, professional liability, and cyber liability.
