About this opportunity

The City of Johnson City, Tennessee is requesting qualifications from professional consulting engineering firms to provide survey, design, and NEPA documentation services for the widening and realignment of Knob Creek Road from SR-354 (Boones Creek Road) to Mizpah Hills Drive, with letters of interest due October 6, 2026 at 4:00 p.m. ET. The firm must hold unlimited prequalification status on TDOT's pre-approved list as of the letters-of-interest deadline — a hard eligibility gate.

The project addresses geometry issues to bring the roadway to state route standards under TDOT Local Programs guidelines. The scope spans survey, design, and NEPA documentation for a widening and realignment project. Deliverables include the full design package and environmental compliance documentation aligned with federal and state requirements.

The procurement follows a two-phase evaluation. Phase I selects three qualified firms based on past TDOT Local Programs experience, state route or major arterial widening and realignment experience (including NEPA work), professional licensure and key-staff qualifications, staff availability and capacity to meet deadlines, and unlimited prequalification status. Phase II requires full qualifications submissions and formal interviews from the three finalists, with evaluation weighting: TDOT Local Programs experience (20%), major road widening and NEPA experience (20%), key staff and subconsultant qualifications and availability (20%), proposed schedule and timeline capability (20%), project understanding and technical approach (10%), and prior City of Johnson City performance (10%). The selected firm must submit a formal proposal within 14 calendar days of official notification.

The City will execute a lump-sum multi-phase contract with monthly payments based on work performed. Required insurance includes minimum $1 million Commercial General Liability and $1 million Professional Liability for Architects and Engineers. Firms must comply with Drug-Free Workplace Affidavit, Iran Divestment Act, and Non-Boycott of Israel Act requirements.
