About this opportunity

Gwinnett County Board of Commissioners issued an Invitation to Bid (BL098-22) for design and installation of a CATV Headend Master Control System upgrade for the Department of Communications, with sealed bids due September 28, 2022 at 2:50 p.m. and a pre-bid conference scheduled for September 14, 2022 at 10:00 a.m. at the Gwinnett County Justice and Administration Building in Lawrenceville, Georgia.

The scope requires replacement of the existing SD-based system (installed 2008, last upgraded 2013) with an HD-based system featuring 3G technology, automated closed captioning, and over-the-top (OTT) delivery. Key deliverables include Tightrope Cablecast VIO video servers or equivalent; 2 SDI inputs with encoding and 2 SDI outputs; redundant video servers with auto switchover; OTT delivery for Roku, Amazon Fire, and Apple TV; cross-platform simulcasting; and integrated digital signage. The project must maintain continuous operation of video playback and bulletin board services during implementation. Specific component replacements include removal and repair of an existing Evertz sync generator for reinstallation, replacement of a Digital Processing Systems Inc. (DPS-295) video signal processor with a current model or equivalent, and replacement of a failing DVD recorder with a rack-mountable alternative such as a Blackmagic Design HyperDeck Studio 4k Pro. The contract includes 1,000 hours of closed captioning service through Cablecast and a one-year subscription for all applicable services. Project completion is required within 115 calendar days from notice to proceed.

The bid price is a lump sum covering design, installation, delivery, labor, materials, travel, and disposal. Conference Technologies, Inc., Maryland Heights, Missouri, was selected as the recommended vendor at $218,957.21. Award will be made to the lowest responsive and responsible bidder. Contractors must provide three project references of similar size and scope, comply with E-Verify and Georgia Illegal Immigration Reform Enhancements for 2013, and carry Workers' Compensation, Commercial General Liability ($500,000 per occurrence), Auto Liability ($500,000 per occurrence), and Umbrella Liability ($1,000,000) with Gwinnett County named as additional insured. Addendum 1 was issued September 21, 2022.
