About this file

This is an addendum to a design and installation contract for Gwinnett County Government in Georgia for a CATV Headend Master Control System upgrade, issued on September 21, 2022. The project requires vendors to design and install upgrades to the county's cable television headend system while maintaining continuous operation of video playback and bulletin board services during implementation. Key deliverables include removal and repair of an existing Evertz sync generator for reinstallation, replacement of a Digital Processing Systems Inc. (DPS-295) video signal processor with a current model or equivalent, and replacement of a failing DVD recorder with a rack-mountable alternative such as a Blackmagic Design HyperDeck Studio 4k Pro for Board of Commissioners meeting archives. The contract also requires inclusion of 1,000 hours of closed captioning service through Cablecast. Vendors must submit detailed product specifications with their bids and acknowledge the addendum with an authorized representative signature to ensure bid responsiveness.

Pricing for the contract must be submitted as a lump sum and include a one-year subscription for all applicable services. The existing system environment consists of specialized broadcast and recording equipment currently in use by Gwinnett County for live streaming distribution to cable providers and video archive purposes. The project is critical to maintaining county government communications infrastructure while modernizing aging components that are currently failing or approaching obsolescence.

Addendum 1 BL098-22, Design and Installation of the Gwinnett County Government CATV Headend Master Control System upgrade

Clarifications:

Please note the following clarifications/additions that should be taken into consideration when submitting pricing.

C1. Vendors should include specifications with their bid submittal, outlining the products they intend to use for the upgrade.

C2. Vendors lump sum should include a one-year subscription on any applicable services.

C3. It is important that the channel remains online and distributed to cable providers and live streaming services in a limited capacity during the upgrade. Video playback and bulletin board (Carousel) pages must be available.

C4. The existing Evertz sync generator (Evertz 5600MSC) will need to be removed and repaired as part of this contract. This will be reinstalled and connected to the secondary input of the sync changeover switch.

C5. Gwinnett County currently uses a Digital Processing Systems, Inc (DPS-295) to adjust video signal to CATV provider. This component will need to be replaced as part of this contract, with current model or equivalent.

C6. We currently make DVD recordings of our live Board of Commissioner meetings. This unit is failing and needs to be replaced with a rack-mountable alternative such as a Blackmagic Design HyperDeck Studio 4k Pro recorder for County Clerk archives as part of this contract.

Questions:

Q1. Cablecast quotes closed captioning time in a bank of 500 or 1000 hours. Is there an estimate of hours that is desired on the quote?

A1. Please include 1000 hours of captioning time.

This addendum should be signed in the space provided below and returned with your bid. Failure to do so may result in your bid being deemed non-responsive.

Thank you.
