About this opportunity

The State of Illinois is soliciting a small purchase with sole-source conditions for FY27 maintenance services on the Teleserve (IVR) AccessNet WinRIMS software supporting the state's unemployment compensation system (IBIS), with proposals due May 25, 2026. This is a sole-source procurement, which restricts competition to a single qualified vendor.

Scope covers ongoing maintenance of the Teleserve interactive voice response and AccessNet WinRIMS software components integral to Illinois's unemployment benefits administration. The vendor must comply with the State of Illinois Standard Terms and Conditions and Standard Illinois Certifications v26.2, which impose 34 compliance requirements including tax compliance, drug-free workplace standards, employment opportunity standards, conflict-of-interest prohibitions, and cybersecurity clearance standards. Vendors must certify compliance by contract execution and recertify annually by January 1st for multi-year contracts. Non-compliance or false certifications can result in contract voidance, vendor suspension or debarment, or civil and criminal penalties under the Illinois False Claims Act.

Insurance requirements include $1 million per occurrence / $2 million annual aggregate commercial liability, $1 million auto liability, and workers' compensation as required by law, with the State named as additional insured. The State retains work-for-hire ownership of all deliverables and reserves the right to terminate for cause, for convenience with 30 days' notice, or due to insufficient appropriation. All disputes are filed exclusively with the Illinois Court of Claims. The State does not waive sovereign immunity through contract execution. Invoices for services rendered through June 30 must be submitted by July 31. Vendors must maintain records for three years (five years if federal funds are used).
