About this opportunity
Escambia County Marine Resources Division is requesting price quotes for floating, removal, transport, and disposal of a 32-foot Islander vessel (Registration DO591303) located near Pensacola Pass, with responses due August 11, 2026 at 2:00 p.m., and questions due August 6, 2026 at 2:00 p.m. The vessel was broken apart during Tropical Storm Bertha and is being re-solicited due to changed condition; bidders must account for complete removal of all vessel-related debris. The project is funded through the Florida Fish and Wildlife Conservation Commission's Derelict Vessel Removal Grant Opportunity.
Work must commence within 7 calendar days of Notice to Proceed and be completed within 14 calendar days, with adverse weather extensions available upon written request and approval. Contractors must coordinate with the U.S. Navy for permissions to work near Naval Air Station Pensacola. The scope includes floating and extraction via water, transportation to the Perdido Landfill (preferred disposal site), removal of all contaminants (fuel, batteries, paints, solvents, engines), pumping and disposal of fuel tanks exceeding 20 gallons, sewage and grey water tank pumping, and all landfill tipping fees. Contractors must employ strict Best Management Practices, including daytime operations (Monday–Friday), turbidity barriers within a 10-foot radius of the vessel, removal of contaminants by licensed operators, and avoidance of impacts to protected species and sensitive habitats. Pricing must be submitted as a lump sum for all removal and disposal costs; no salvage of vessel items is permitted.
Contractors must submit proof of insurance meeting Escambia County marine-activity requirements: Protection & Indemnity coverage with limits of at least $1,000,000 per occurrence and $2,000,000 policy aggregate; Maritime Workers Compensation with $1,000,000 per occurrence and $1,000,000 policy aggregate; and Marine Pollution Liability with $1,000,000 per occurrence and $2,000,000 policy aggregate. All insurance carriers must have an AM Best rating of VIII or higher. Contractors must also submit Sunbiz registration documentation, a W-9 form, and an insurance company letter confirming ability to obtain required coverage. Submissions are made via OpenGov Procurement at https://secure.procurenow.com/portal/escambiacountyfl. Bidders are advised to conduct site visits to verify actual vessel dimensions and current condition before submitting quotes.
Opportunity text
Escambia County Marine Resources Division (MRD) is submitting an application to the Florida Fish and Wildlife Conservation Commission's (FWC) Derelict Vessel Removal Grant Opportunity Announcement. As required in the application, Escambia County must provide individual price quotes for each proposed Derelict Vessel. This Price Quote seeks the total price for floating, removal, transport and tipping fees associated with the vessel's disposal at the Perdido Landfill of the following vessel:
Vessel Name: 32' Islander
Length:32' *Prospective bidders should verify* :
Color: White
Make: Islander
Registration: DO591303
Location: Near Pensacola Pass (Approximately 30deg 20.356N, 87deg 18.902W)
FWC Case Number: FWC26ON0056048
*Vessel was broken apart due to TS Bertha. Project is being re-solicited, due to the change in condition of the vessel. Contractors should consider the cost to completely remove all vessel related debris in their bid price. Contractor should fully understand the current condition of the vessel and it's debris before submitting a bid for complete removal. *
Information provided from sources other than MRD, therefore bidders should verify actual vessel dimentions and conditions before submitting price quotes.
Due to the vessel's proximity to naval Air Station Pensacola, contractor will be responsible for coordinating with the US Navy for any permissions that may be required to work in that area.
*Information regarding the description, location, and characteristics of the vessel represent the best available information provided to Escambia County MRD as of the date of posting*
