About this opportunity

The Florida Department of Juvenile Justice (DJJ) is seeking a comprehensive 78-bed moderate-risk residential program for male youth aged 15-21 located at 9680 Weisman Way in Palm Beach County. The solicitation (RFP #10913) requires a provider to deliver complex youth rehabilitation services including Mental Health Overlay Services (MHOS) and Substance Abuse Treatment Overlay Services (SAOS). Key deliverables include delinquency programming, rehabilitative justice practices, academic and career technical education, mental health and substance abuse treatment, recreation therapy, and transition services. The program demands continuous 24/7 awake supervision with specific clinical staffing requirements, including minimum hourly wages of $19.00 for direct care staff and specified annual salaries for clinical positions like $50,000 for non-licensed mental health staff. The solicitation includes a mandatory site visit on September 30, 2025, with proposals due on November 4, 2025, and an anticipated contract start date of April 1, 2026, potentially running through March 31, 2029.

The procurement offers potential tie-breaking preferences for certified minority business enterprises, service-disabled veteran business enterprises, drug-free workplaces, and Florida-based businesses. Respondents must complete a Foreign Country of Concern Attestation, confirming they are not owned or controlled by foreign governments. The maximum per diem rate is $322.92 for filled beds and $302.92 for unfilled beds, with the Department intending to award a single contract based on funding availability. The facility is department-owned and already equipped with six classrooms, twenty staff offices, 100 single-occupancy sleeping rooms, a functioning sprinkler system, a new generator, an on-site master control room, and 122 operational cameras. Proposal evaluation will assess past performance, outside party agreements, and letters of support for mental health and substance abuse services, with comprehensive documentation requirements including a technical proposal limited to 70 pages and detailed budget submissions.
