About this opportunity
The Florida Department of Citrus (FDOC), an executive agency of the State of Florida, is seeking assistance in implementing a strategy to maximize the U.S. dollars available for their public relations and marketing programs in foreign markets, including Europe, Canada, France, Korea, and Japan. The FDOC requires a secure online platform for wire transfers, multi-currency accounts, the ability to secure spot and forward contracts, and monthly reporting to provide a stabilized exchange rate for planning and budgeting purposes. The FDOC is issuing a Request for Proposal (RFP) with a due date of April 28, 2022, and a potential contract award date of July 1, 2022. The RFP outlines the scope of services, evaluation criteria, pricing and payment terms, compliance with state laws and regulations, public funds requirements, and the right to audit. Interested vendors must provide information on their foreign exchange transaction experience, staff qualifications, client platform capabilities, exchange rate determination methods, regulatory compliance, and financial controls.
The contract will be for a three-year period with a potential three-year extension, contingent on annual appropriations by the Florida Legislature. The FDOC's foreign currency exchange processes are not their primary business, and they do not have adequate staff to monitor exchange rates regularly, so they are seeking a solution that will provide a stabilized exchange rate and maximize the U.S. dollars available for their marketing programs. The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond, and there is no information provided about any incumbent vendors or current contractors.
Opportunity text
The Florida Department of Citrus (FDOC) participates in Public Relations and Marketing Programs in foreign markets including Europe, Canada, France, Korea, and Japan. In most cases the agencies with which we do business are paid in the foreign currency native to their country, and the potential exists for expansion into other foreign markets in the future. Foreign currency exchange processes are not the primary business of the FDOC, and we do not have adequate staff to monitor exchange rates on a regular basis. As such we are seeking assistance in implementing a strategy that will maximize the US dollars we have available to invest in marketing programs and provide a stabilized exchange rate to use for planning and budgeting these programs. Addendum #1 has been attached.
