About this file

This document is a set of Questions & Responses related to RFP 21-06 issued by the Florida Department of Citrus (FDOC). The FDOC is seeking assistance in implementing a strategy to maximize U.S. dollars available for their marketing programs in foreign markets and provide a stabilized exchange rate for planning and budgeting purposes. The FDOC requires wire-in and wire-out capabilities for their foreign currency accounts, but do not need more robust in-country capabilities. Due to the complexities of the requested services and the impending expiration of their current contract on June 30, 2022, the FDOC is unable to extend the submission deadline for this RFP, which was originally set for May 18, 2022.

The FDOC participates in Public Relations and Marketing Programs in various foreign markets, including Europe, Canada, France, Korea, and Japan. The potential exists for expansion into other foreign markets in the future. Foreign currency exchange processes are not the primary business of the FDOC, and they do not have adequate staff to monitor exchange rates on a regular basis. As such, they are seeking a solution that will provide a stabilized exchange rate and maximize the U.S. dollars available for their marketing programs.

Text version

1. What does the FDOC plans to use the multi-currency accounts for (i.e. wire-in, wire-out only, or does the FDOC require more robust in-country capabilities)? Wire In and Wire Out (we submit payment to our international vendors via out and replenish the account with funds via wire in)

2. Please elaborate on the what capabilities would the FDOC need from any foreign currency accounts (ACH, wire, receivables, etc.) FDOC would only need wire capabilities and access to fund balance

3. Due to the complexities of the services requested under this RFP, and the timeframe with which to properly build a response to those needs, we respectfully request an extension of the due date to May 24th if possible. Unfortunately due to the expiration of our current contract at June 30, 2022 and the RFP document rules, we are unable to extend the submission deadline.
