About this opportunity

Denver Health and Hospital Authority (DHHA) is seeking comprehensive audit services through RFP #1184 for multiple related healthcare entities, including OMC QALICB, Inc., Denver Health Medical Plan, Inc., and the Denver Health Foundation. The procurement targets a CPA firm to provide independent financial audit services spanning fiscal years 2025-2029, with specific deliverables including annual independent auditor's reports, financial statements, statutory financial statements, tax return preparations, and specialized audit services. Minimum qualifications require bidders to have at least 5 years of experience auditing healthcare clients with revenues over $500M, be registered as a Colorado CPA firm, and demonstrate expertise in healthcare, government, insurance, and foundation financial environments. The evaluation will prioritize costs (25%), technical competence, organizational experience, and ability to address specialized accounting issues, using a comprehensive matrix that includes past performance (30%), management plan (40%), ability to perform (15%), and overall experience (10%). Key dates include questions due by May 30, 2025, at 4:00 PM MST, proposal submissions due by June 30, 2025, and an anticipated contract award on August 29, 2025.

The solicitation demonstrates a strong commitment to diversity, equity, and inclusion, encouraging participation from local and disadvantaged businesses through a voluntary self-certification process that captures vendor characteristics such as small business status, minority ownership, veteran-owned businesses, and other diverse enterprise categories. Bidders can self-identify across multiple business classifications, including woman-owned, minority-owned, disabled-owned, and LGBTQBE-owned businesses. The contract requires contractors to maintain specific insurance coverages, including commercial general liability of at least $1M per occurrence, automobile liability, workers' compensation, and professional errors and omissions insurance. While specific total contract value is not explicitly stated, the comprehensive five-year scope and multi-entity coverage suggest a significant financial opportunity for the selected audit services provider. The procurement emphasizes finding a vendor with deep expertise in complex healthcare financial reporting, including federal program compliance, debt covenant reporting, retirement plan audits, and specialized accounting in Medicaid, Medicare, and diverse payer environments.
