About this opportunity
The State of Minnesota is seeking dental laboratory services through a Request for Proposal (RFP) for multiple state agencies, including the Department of Corrections (DOC), Department of Human Services (DHS), Direct Care and Treatment (DCT), and Minnesota Sex Offender Program (MNSOP). The solicitation covers comprehensive dental laboratory services such as fabricating complete and partial dentures, relines, repairs, occlusal guards, and related prosthetic work for various state healthcare and correctional facilities across Minnesota. Potential vendors must be registered with the Minnesota Board of Dentistry, provide American Dental Association (ADA) certified products, and demonstrate at least three years of relevant experience. The evaluation process will utilize a 1,000-point system, with 100 points for acceptance of terms and 900 points for cost details. Vendors must submit proposals electronically through the SWIFT Supplier Portal by April 11, 2025, at 3:00 PM Central Time, with questions accepted until March 18, 2025. The contract period is anticipated to run from June 1, 2025, to May 31, 2027, with an option to extend up to three additional years.
The state encourages participation from diverse businesses, including those owned by minorities, women, veterans, and individuals with substantial physical disabilities. Small businesses and those certified in the State's Small Business Procurement Program are particularly welcome to respond. Vendors can bid on services for one or multiple locations, with no requirement to provide statewide coverage. The estimated total contract value ranges from $90,000 to $120,000 annually, though this is not a guaranteed minimum or maximum amount. Additional preference points may be awarded to targeted group, economically disadvantaged, or veteran-owned businesses. Contractors must comply with specific requirements, including using new materials, following precise fabrication specifications, maintaining HIPAA compliance, and adhering to turnaround times ranging from 5 to 10 business days depending on the specific service. The state will evaluate vendors using a comprehensive case evaluation form, with the potential for contract termination if performance consistently fails to meet established standards.
