About this opportunity
The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking qualified contractors to provide on-site dental services at three behavioral healthcare facilities: Northwest Ohio Behavioral Healthcare (NOBH) in Toledo, Heartland Behavioral Healthcare (HBH) in Massillon, and Northcoast Behavioral Healthcare (NBH) in Northfield. The procurement is a Request for Proposals (RFP) for dental clinic services targeting mentally ill patients, with services including routine examinations, X-rays, prophylaxis, amalgam and composite restorations, simple extractions, complete and partial dentures, and other necessary dental treatments. Contractors must provide all dental equipment, instruments, and supplies, and certify that all staff are licensed dentists or dental hygienists through the Ohio State Dental Board. The evaluation criteria include a technical score of up to 150 points, focusing on Ohio licensure, references, insurance, experience with mentally ill patients, and ability to provide on-site services. The proposal is due on May 16, 2025, and will cover State Fiscal Years 2026-2027, spanning from July 1, 2025, through June 30, 2027. Each facility will monitor clinical performance quarterly, and the contractor must ensure all equipment meets Joint Commission and CMS Hospital Accreditation Standards.
The RFP does not explicitly mention set-aside designations or restrictions for specific types of organizations or disadvantaged enterprises. The solicitation indicates the contract can potentially be awarded as a multiple award contract per location if advantageous for the department. Contractors must not be subject to an unresolved finding for recovery under Section 9.24 of Ohio Revised Code. While specific budget ranges are not detailed in the provided documents, the comprehensive service requirements suggest a substantial contract opportunity. The facilities will provide adequate, cleared, and sanitary spaces with access to water and electricity for dental service delivery. A licensed biomedical equipment technician will be required to inspect and test all medical equipment before service initiation and semi-annually each calendar year. All reusable dental instruments must have accompanying sterilization cycle and spore testing documentation demonstrating successful sterilization. The scope of services is tailored to meet the acute and immediate dental needs of patients, considering their physical and mental conditions.
