About this opportunity
South County Health District (SCHD) is requesting bids on a dental clinic remodel project at 340 West Highway 203 in Union, Oregon, with bids due September 22, 2026, and a voluntary pre-bid site visit on September 9. All bidders must hold current Oregon Construction Contractors Board licensing and comply with Oregon Prevailing Wage Rate Law (effective July 5, 2026).
The scope involves converting approximately 3,920 square feet of existing building space into an eleven-operatory dental clinic, including interior demolition and reconstruction; plumbing rough-in for vacuum, compressed air, and water/waste lines; electrical and low-voltage systems; HVAC modifications; casework and millwork; flooring replacement; exterior wall thickening and siding installation; roof flashing and weatherproofing; and painting. Additive alternates include parking lot resurfacing and ADA-compliant sidewalk installation. The work is construction and remodel only; dental equipment is owner-furnished and funded separately.
The estimated contract value exceeds $100,000. Bid security of ten percent of the total bid amount is required, payable as a surety bond, letter of credit, or certified check. The successful bidder must furnish performance and payment bonds each equal to the full contract price and maintain a $30,000 public works bond filed with the Construction Contractors Board.
SCHD will award to the responsible bidder submitting the lowest responsive bid. Resident bidder preference applies under Oregon law; nonresident bidders will have a preference percentage added to their bids for evaluation purposes based on reciprocal adjustment. Bidders must disclose first-tier subcontractors with contracts valued at five percent of total price (minimum $15,000) or $350,000 regardless of percentage, either with the bid or within two working hours after bid closing. Public bid opening occurs at 3:15 p.m. on September 22, 2026.
