Dental Clinic Remodel Project – Invitation to Bid Summary
This is an Invitation to Bid issued by South County Health District (SCHD) for the remodel of an existing dental clinic building located at 340 West Highway 203 in Union, Oregon. The project involves converting approximately 3,920 square feet of existing building space into an eleven-operatory dental clinic while bringing the structure into compliance with applicable commercial building and accessibility codes. The scope of work includes interior demolition and reconstruction, installation of dental operatories with plumbing rough-in for vacuum, compressed air, and water/waste lines, electrical and low-voltage systems, HVAC modifications, casework and millwork, flooring replacement, exterior wall thickening and siding installation, roof flashing and weatherproofing, painting, parking lot resurfacing as an additive alternate, and ADA-compliant sidewalk installation. Bid documents became available September 1, 2026, with a voluntary pre-bid site visit scheduled for September 9, 2026, at 10:00 a.m. Bids closed on September 22, 2026, at 3:00 p.m. Pacific Time, with public bid opening occurring at 3:15 p.m. the same day. The contract is for the construction and remodel work only; dental equipment is owner-furnished and funded separately.
Bid security equal to ten percent of the total bid amount (including all additive alternates) is required, submitted as a surety bond, letter of credit, or certified check. SCHD will award the contract to the responsible bidder submitting the lowest responsive bid. All bidders must hold current Oregon Construction Contractors Board licensing, comply with Oregon Prevailing Wage Rate Law, and disclose first-tier subcontractors with contracts valued at five percent of total price or $15,000 minimum, or $350,000 regardless of percentage. The successful bidder must furnish performance and payment bonds each equal to the full contract price and maintain a $30,000 public works bond filed with the Construction Contractors Board. The project is subject to Oregon prevailing wage requirements with rates effective July 5, 2026, for the duration of the project. Resident bidder preference applies with reciprocal adjustment for nonresident bidders based on their home states' preferences. SCHD determined the estimated contract value exceeds $100,000, triggering various statutory requirements including bid security, bonding, and prevailing wage compliance. The contract will include standard public improvement conditions addressing payment of claims, liens, hours of labor, environmental compliance, and workers' compensation.

1. Project Description South County Health District (SCHD) requests bids from qualified contractors to remodel the existing building at 340 West Highway 203, Union, Oregon 97883, to create an expanded dental clinic. The building contains approximately 3,920 square feet. The work converts the existing structure into an eleven-operatory dental clinic and brings the building and site into compliance with applicable commercial building and accessibility requirements.
The work includes the interior, exterior, and site work described below, and all related work necessary to complete the project in accordance with the plans and specifications prepared by Andrew Holmquist, Associated Design and Engineering Services, of La Grande, Oregon, dated 3-14-26, which are incorporated into this Invitation to Bid by reference.
Interior work includes, without limitation:
(a) Demolition of existing interior construction as shown in the plans;
(b) New interior partitions, doors, and finishes to create eleven dental operatories, a sterilization area, reception and waiting areas, office and staff areas, and accessible restrooms, as shown in the plans;
(c) Plumbing rough-in and connections serving the dental operatories, including vacuum, compressed air, and water and waste lines as specified;
(d) Electrical and low-voltage systems, including power, lighting, and data as specified;
(e) Heating, ventilation, and air conditioning work, including servicing and any modifications required to serve the remodeled space as specified;
(f) Casework, millwork, and built-in cabinetry; and
(g) Replacement of flooring throughout as specified.
Exterior and site work includes, without limitation:
(h) Thickening of exterior walls and installation of siding to bring the building envelope up to applicable commercial code;
(i) Roof flashing and related exterior weatherproofing as specified;
(j) Interior painting, and exterior painting (Additive Alternate No. 1);
(k) Resurfacing of the parking lot (Additive Alternate No. 2); and
(l) Installation or reconstruction of sidewalks to be ADA compliant.
Items designated as Additive Alternates above are priced separately on the Bid Form and will be awarded, if at all, in the predetermined order stated in the Bid Form and Section 8.3 of this Invitation to Bid.
Owner-furnished items not included in this contract. Dental equipment, including dental chairs and dental fixtures, is furnished separately by SCHD and funded from sources other than SCHD’s project financing. The furnishing of dental equipment is not part of the work under this contract, except for the rough-in and connections shown in the plans.
2. Instructions to Bidders
2.1 Examination of Bid Documents. Each bidder must carefully examine the entire Invitation to Bid, including the plans, specifications, and all other contract documents, and must satisfy itself as to the conditions to be encountered and the requirements of the work before submitting a bid. Submission of a bid constitutes the bidder’s representation that it has examined and understands the bid documents and the site.
2.2 Voluntary Pre-Bid Site Visit. SCHD will hold a voluntary pre-bid site visit on Wednesday, September 9, 2026, at 10:00 a.m. at the project site, 340 West Highway 203, Union, Oregon. Attendance is encouraged but not required. Statements by SCHD representatives at the site visit do not bind SCHD unless confirmed by written addendum.
2.3 Requests for Clarification or Change; Questions. Bidders may submit written questions or requests for clarification or change to the bid documents to Adina Ferguson, District Manager, at southcountyhd@outlook.com, no later than 5:00 p.m. Pacific Time on Tuesday, September 15, 2026. A bidder that believes the specifications or bid terms are unnecessarily restrictive or legally flawed must submit a written request for change or protest within the time allowed under OAR 137-049-0260. SCHD will respond only by written addendum to any question that affects the meaning or interpretation of the bid documents. Oral responses do not bind SCHD.
2.4 Addenda. SCHD may change the bid documents only by written addendum. SCHD will post all addenda on OregonBuys. Each bidder must acknowledge receipt of all addenda in its bid. SCHD will not issue any addendum less than 72 hours before bid closing unless the addendum also extends the closing date.
2.5 Bid Preparation and Form. Each bidder must submit its bid on the bid form provided in this Invitation to Bid. Bids must be complete, legible, and signed by an authorized representative of the bidder. Each bidder must complete all required entries and submit all required forms, including the bid form, bid security, the first-tier subcontractor disclosure form, the resident bidder certification, and the addenda acknowledgment.
2.6 Bid Submission. Each bidder must submit its bid to Adina Ferguson, District Manager, South County Health District, at 142 E Dearborn St, Union, Oregon 97883, no later than the bid closing. Each bidder must submit its bid in a sealed envelope marked with the project name and the bidder’s name. It is the bidder’s sole responsibility to ensure that SCHD receives its bid at the designated location before the closing time. Bids must be submitted in physical form as provided in this section. Electronic bid submission is not permitted for this solicitation. OregonBuys is used for distribution of bid documents and addenda only.
2.7 Bid Closing. SCHD will receive bids until Tuesday, September 22, 2026, at 3:00 p.m. Pacific Time (the “Bid Closing”). SCHD will not accept any bid received after the Bid Closing. Bidders bear the risk of any delay in delivery, and SCHD will not consider late bids.
2.8 Modification or Withdrawal of Bids. A bidder may modify or withdraw its bid before the Bid Closing by written notice to SCHD at the location designated for receipt of bids. After closing, a bidder may modify or withdraw its bid only as permitted under OAR 137-049-0320 and OAR 137-049-0340.
2.9 Bid Opening. SCHD will open and read the bids publicly at 3:15 p.m. Pacific Time on Tuesday, September 22, 2026, by videoconference, with an in-person option at the SCHD office. Access information for the public bid opening will be provided in the bid documents and posted on OregonBuys. Bids are public records and, for public improvement contracts, are subject to public disclosure upon opening.
2.10 Mistakes. Bidders are responsible for the accuracy of their bids. SCHD will treat any clerical or other mistake discovered before or after opening in accordance with OAR 137-049-0350.
2.11 Bid Irrevocability. Each bid is irrevocable for 30 days after the Bid Closing.
2.12 Cost of Bid Preparation. SCHD is not liable for any cost a bidder incurs in preparing or submitting a bid.
3. Bid Security
3.1 Bid Security Required. Each bid must be accompanied by bid security in an amount equal to ten percent of the total bid, consisting of the base bid together with all additive alternates. Bid security is required because the estimated value of this public improvement contract exceeds $100,000. SCHD may reject as nonresponsive any bid not accompanied by the required bid security.
3.2 Acceptable Forms of Bid Security. A bidder must submit bid security in one of the following forms:
(a) A surety bond from a surety company authorized to do business in Oregon;
(b) An irrevocable letter of credit issued by an insured institution as defined in ORS 706.008; or
(c) A cashier’s check or a certified check.
3.3 Purpose and Forfeiture. Bid security guarantees that the successful bidder will, if awarded the contract, execute the contract and provide all required performance and payment bonds and proof of insurance within the time required. If the successful bidder fails to promptly and properly execute the contract and deliver the required bonds and proof of insurance, the bidder forfeits its bid security. Any forfeited bid security is taken and considered as liquidated damages and not as a penalty.
3.4 Return of Bid Security. SCHD will return the bid security of the successful bidder after the bidder executes the contract and provides all required bonds and proof of insurance. SCHD may return the bid security of unsuccessful bidders after the contract is fully executed or after SCHD rejects all bids. SCHD may return the bid security of unsuccessful bidders before award if doing so does not prejudice the contract award and SCHD retains the security of at least the three lowest bidders pending execution of the contract.
4. Bidder Responsibility and Qualifications
4.1 Responsible Bidder Determination. SCHD will award the contract to the responsible bidder submitting the lowest responsive bid. Before awarding the contract, SCHD will determine whether the apparent low bidder is a responsible bidder under ORS 279C.375. SCHD will not award the contract to a bidder it determines is not responsible.
4.2 Standards of Responsibility. To be found responsible, a bidder must demonstrate to SCHD that the bidder:
(a) Has available, or can obtain, the financial, material, equipment, facility, and personnel resources and expertise necessary to meet all contractual responsibilities;
(b) Holds all current licenses that businesses or service professionals operating in Oregon must hold to perform the work specified in the contract;
(c) Is covered by liability insurance and other insurance in the amounts SCHD requires in these solicitation documents;
(d) Qualifies as a carrier-insured employer or a self-insured employer under ORS 656.407, or has elected workers’ compensation coverage under ORS 656.128;
(e) Has made the first-tier subcontractor disclosure required under ORS 279C.370;
(f) Has completed previous contracts of a similar nature with a satisfactory record of performance;
(g) Has a satisfactory record of integrity;
(h) Is legally qualified to contract with SCHD; and
(i) Has supplied all necessary information in connection with SCHD’s inquiry concerning responsibility.
4.3 Bidder’s Duty to Supply Information. Each bidder must promptly supply any information SCHD requests concerning the bidder’s responsibility. If a bidder fails to promptly supply the requested information, SCHD will determine the bidder’s responsibility based on available information or may find that the bidder is not responsible.
4.4 Contractor Licensing Required. SCHD may not receive or consider a bid for this public improvement contract unless the bidder is licensed by the Oregon Construction Contractors Board as required under ORS chapter 701. The license must be current and valid at the time the bidder submits its bid.
4.5 Ineligible and Disqualified Contractors. SCHD will not award the contract to any bidder that is:
(a) On the list of contractors ineligible to receive public works contracts maintained by the Bureau of Labor and Industries under ORS 279C.860; or
(b) On the list created by the Construction Contractors Board under ORS 701.227 of bidders not qualified to hold a public improvement contract.
4.6 Environmental and Asbestos Licensing. This project involves alteration of an existing building. The District is not aware of any asbestos-containing material in the building, which is a steel structure with a concrete floor and existing tile installed in 1995, and no asbestos survey is required for this project. If any asbestos-containing material is nonetheless discovered, any contractor or subcontractor that performs asbestos abatement work must be licensed as required under ORS 468A.720 and must perform the work in accordance with all applicable requirements.
5. Resident Bidder Disclosure
5.1 Disclosure Required. Each bidder must identify in its bid whether the bidder is a resident bidder as defined in ORS 279A.120, and must complete and submit the Resident Bidder Certification included with this Invitation to Bid.
5.2 Definition. Under ORS 279A.120, a resident bidder is a bidder that has paid unemployment taxes or income taxes in Oregon during the twelve calendar months immediately preceding submission of the bid, has an Oregon business address, and has stated in the bid that the bidder qualifies as a resident bidder. A bidder that does not meet these requirements is a nonresident bidder.
5.3 Reciprocal Preference. In determining the lowest responsible bidder, SCHD will add to the bid of a nonresident bidder a percentage increase equal to the percentage preference, if any, that the nonresident bidder’s home state gives to its own resident bidders. The Oregon Department of Administrative Services publishes annually a list of states that give preference to in-state bidders and the applicable percentages, and SCHD may rely on that list without incurring liability to any bidder. SCHD applies this adjustment only to evaluate bids and it does not change the contract price.
5.4 Effect of Failure to Disclose. SCHD will treat a bidder’s failure to accurately identify its resident or nonresident status in accordance with ORS 279A.120 and SCHD’s rules.
6. First-Tier Subcontractor Disclosure
6.1 Disclosure Required. Because the estimated value of this public improvement contract exceeds $100,000, each bidder must submit a first-tier subcontractor disclosure form. A first-tier subcontractor is a subcontractor that contracts directly with the prime contractor to furnish labor, or labor and materials, on the contract.
6.2 Subcontractors That Must Be Disclosed. A bidder must disclose each first-tier subcontractor furnishing labor, or labor and materials, whose subcontract value is equal to or greater than:
(a) Five percent of the total contract price, but at least $15,000; or
(b) $350,000, regardless of the percentage of the total contract price.
For each disclosed subcontractor, the bidder must provide the subcontractor’s name, the category of work the subcontractor will perform, and the dollar value of the subcontract. If the bidder will not use any subcontractor subject to these requirements, the bidder must indicate “NONE” on the form.
6.3 Deadline for Submission. The bidder must submit the disclosure form to SCHD, at the location specified for bid submission, either with the bid or within two working hours after the Bid Closing, that is, by 5:00 p.m. Pacific Time on Tuesday, September 22, 2026. This deadline is mandatory.
6.4 Failure to Disclose; Responsiveness. Submission of the disclosure form by the deadline is a matter of bid responsiveness. A bid submitted by the Bid Closing for which the required disclosure form is not submitted by the deadline in Section 6.3 is nonresponsive, and SCHD will not consider it for award. SCHD is not required to determine the accuracy or completeness of the information on the form.
6.5 Public Inspection. After bid opening, SCHD will make the disclosure forms available for public inspection and will provide copies to the Bureau of Labor and Industries as required by law.
6.6 Substitution. A bidder or contractor may substitute a disclosed first-tier subcontractor only in accordance with ORS 279C.585. A person may file a complaint regarding improper substitution with the Construction Contractors Board under ORS 279C.590.
7. Prevailing Wage Rate Requirements
7.1 Public Work Subject to State Prevailing Wage. This project is a public work subject to the Oregon Prevailing Wage Rate Law, ORS 279C.800 to 279C.870. Each contractor and subcontractor performing work on the project must pay its workers not less than the applicable prevailing rate of wage for each trade or occupation, as determined by the Commissioner of the Bureau of Labor and Industries, in accordance with ORS 279C.838 and 279C.840.
7.2 Applicable Rates. The prevailing wage rates applicable to this project are those contained in the Bureau of Labor and Industries publication Prevailing Wage Rates for Public Works Contracts in Oregon, dated July 5, 2026, which is incorporated into the specifications and this Invitation to Bid by reference. The applicable rates are those in effect on the date SCHD first advertises this Invitation to Bid, and those rates apply for the duration of the project. The rate publication, including the definitions of covered occupations, is available on the Bureau website at https://www.oregon.gov/boli.
7.3 Bidder’s Compliance Statement. SCHD will not receive or consider any bid for this contract unless the bid contains the bidder’s statement that “Contractor agrees to be bound by and will comply with the provisions of ORS 279C.838 or 279C.840.” SCHD will not consider a bid that does not contain this statement.
7.4 Public Works Bond. Before starting work on the project, the contractor and every subcontractor must have a $30,000 public works bond filed with the Construction Contractors Board, unless exempt under ORS 279C.836. This bond is in addition to any performance or payment bond required under this contract. The public works bond is a continuing obligation and secures payment of unpaid wage claims ordered by the Bureau.
7.5 Fee to the Bureau. SCHD will pay the fee required under ORS 279C.825 to the Bureau for the public works project.
7.6 Certified Payroll and Posting. Each contractor and subcontractor must keep accurate records, file certified statements of the hourly rate of wage paid to each worker as required under ORS 279C.845, and post the applicable prevailing wage rates and any fringe benefit plan information at the worksite as required by law.
7.7 Apprentices. The contractor must pay any apprentice employed on the project in accordance with the registered apprenticeship program under which the apprentice is registered and must employ the apprentice in accordance with applicable apprenticeship requirements.
8. Bid Opening and Evaluation
8.1 Public Bid Opening. SCHD will open and read the bids publicly at the date, time, and place stated in Section 2.9. After opening, all bids and the first-tier subcontractor disclosure forms are public records and are available for public inspection.
8.2 Responsiveness. SCHD will consider only responsive bids for award. A responsive bid is one that substantially complies in all material respects with this Invitation to Bid and all applicable requirements. SCHD may reject any bid that does not comply with the prescribed public contracting procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b).
8.3 Basis of Award. SCHD will award the contract to the responsible bidder submitting the lowest responsive bid, subject to SCHD’s right to reject bids under Section 8.5. In determining the lowest responsible bidder, SCHD will add to each base bid the additive alternates SCHD selects, in the predetermined order stated in the Bid Form: Additive Alternate No. 1 (exterior painting), then Additive Alternate No. 2 (parking lot resurfacing). SCHD will determine before award how many alternates it will accept based on available funds. SCHD will apply the reciprocal preference in Section 5 and determine responsibility under the standards in Section 4.
8.4 Determination of Responsibility. Before awarding the contract, SCHD will determine that the apparent low bidder is responsible under ORS 279C.375(3)(b). SCHD will check the list maintained by the Construction Contractors Board under ORS 701.227 of bidders not qualified to hold a public improvement contract and will consider whether the bidder meets the responsibility standards in Section 4. If SCHD finds the apparent low bidder is not responsible, SCHD will document the basis for that finding and will file its determination with the Construction Contractors Board within 30 days after award.
8.5 Rejection of Bids. SCHD may reject any bid not in compliance with all prescribed public bidding procedures and requirements. After finding that doing so is in the public interest, SCHD may reject for good cause all bids upon a written finding. SCHD may cancel this solicitation or reject any or all bids in accordance with ORS 279C.395 and OAR 137-049-0270.
8.6 Notice of Intent to Award. At least seven days before awarding the contract, SCHD will issue to each bidder, or post electronically or otherwise, a notice of SCHD’s intent to award the contract, unless SCHD determines under the applicable rules that seven days is impractical. The notice will conform to OAR 137-049-0395.
8.7 Protest of Award. An adversely affected or aggrieved bidder may submit a written protest of SCHD’s intent to award within seven days after issuance of the notice of intent to award. A bidder is adversely affected or aggrieved only if the bidder is eligible for award as the responsible bidder submitting the lowest responsive bid and is next in line for award, that is, the bidder must claim that all lower bidders are ineligible for award. The protest must be in writing and must specify the grounds on which it is based. SCHD will not consider a protest submitted after this deadline.
8.8 Correction or Withdrawal of Bids. SCHD will handle correction or withdrawal of a bid because of an inadvertent, nonjudgmental mistake, before or after bid opening, in accordance with OAR 137-049-0350.
9. Award, Execution, and Bonds
9.1 Award. Based on competitive bids, SCHD may award the public improvement contract to the responsible bidder submitting the lowest responsive bid. The SCHD Board of Directors, acting as the Local Contract Review Board, will authorize the award.
9.2 Execution of Contract. The successful bidder must execute the contract and deliver all required bonds and proof of insurance within 10 days after SCHD issues the contract for signature, or within the time stated in the notice of award. Time is of the essence.
9.3 Performance Bond and Payment Bond. Because this public improvement contract exceeds $100,000, the successful bidder must furnish a performance bond and a separate payment bond, each in an amount equal to the full contract price, as required under ORS 279C.380. The bonds must be executed by a surety company authorized to do business in Oregon on forms acceptable to SCHD.
9.4 Insurance. The successful bidder must provide proof of insurance in the types and amounts required by the contract documents before SCHD executes the contract.
9.5 Public Works Bond. Before starting work, the contractor and every subcontractor must have on file with the Construction Contractors Board the $30,000 public works bond required under Section 7.4, unless exempt.
9.6 Failure to Execute. If the successful bidder fails to execute the contract and deliver the required bonds and proof of insurance within the time required, the bidder forfeits its bid security as liquidated damages, and SCHD may award the contract to the next lowest responsible bidder or may reject all bids.
10. Contract Terms and Required Statutory Conditions The construction contract will include the conditions required for public improvement contracts under ORS 279C.505 to 279C.530, including provisions concerning payment of claims, liens, hours of labor, environmental and natural resources compliance, and workers’ compensation. A sample contract is included with the bid documents.
11. Attachments This Invitation to Bid includes the following attachments: the Bid Form; the Bid Security Form; the First-Tier Subcontractor Disclosure Form; the Resident Bidder Certification; the Addenda Acknowledgment; the plans and specifications prepared by Associated Design and Engineering Services, incorporated by reference; the Bureau of Labor and Industries publication Prevailing Wage Rates for Public Works Contracts in Oregon, dated July 5, 2026, incorporated by reference; and the sample contract and bond forms.
