About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for dental anesthesia services at El Paso State Supported Living Center, with responses due August 20, 2026, at 10:30 a.m. Central Time and a questions deadline of August 12, 2026, at 1:00 p.m. Central Time. Addendum responses were posted August 14, 2026.
The scope includes general anesthesia, conscious sedation, anesthesia consultations (phone and in-person), and comprehensive anesthesia evaluations for residents. Services must be delivered Monday through Friday, 8 a.m. to 5 p.m. Mountain Time, with a four-hour response time for standard calls and one-hour response for emergencies. The contractor must hold current Texas Board of Dental Examiners licensure and possess a valid DDS certification authorizing performance of these services in Texas.
The initial contract term runs September 1, 2026, through August 31, 2029 (three years), with an option for up to one year extension at HHSC's sole discretion. No renewals are available, and no volume or compensation is guaranteed. Pricing must be submitted as firm, fixed hourly rates on the provided Pricing Sheet (Exhibit C) with a bid range of $0.00 to $200,000.00 per hour, covering all labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's discretion and must correlate with Consumer Price Index or federal minimum wage increases, with documented justification.
Minimum contractor qualifications include two years of relevant experience and three verifiable references for similar services within the past five years. The contractor must maintain workers' compensation insurance with $1 million employer's liability limits; commercial general liability of $1 million per occurrence / $2 million aggregate; commercial automobile liability of $1 million combined single limit; professional liability of $1 million; and umbrella liability of $1 million. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Award is contingent upon approval by the HHSC Executive Commissioner. Evaluation criteria focus on bidder ability to meet requirements and specifications, performance delivery capability, and pricing.
