About this opportunity
The City of Philadelphia Procurement Department is soliciting bids for 2,800 denim blue blanket-lined work coats under a Micro or Small Order Purchase, with bids due November 18, 2026. A Local Business Enterprise bid preference under Philadelphia Code Chapter 17-109 applies to certified LBEs, and a manufacturer's specification sheet is mandatory with each bid.
The coats are traditional chore-style work coats in sizes small to 5XL for correctional and detention facilities. Required specifications cover a 100% cotton denim outer shell, a shrink-resistant blanket lining of 65% acrylic and 35% polyester, a minimum weight of 11.5 ounces, four brass front buttons, a contrasting reinforced collar, and insulation above 3 CLO. Four front pockets are preferred but not mandatory. The specification sheet must identify the manufacturer, part or model number, materials, construction, color, lining, and sizing, and bids without it may be deemed non-responsive. No substitutions are accepted without prior written City approval. The reference product, Bob Barker Item #652-BL, illustrates style only, and vendors may offer alternatives that meet or exceed all stated specifications. Delivery is required within 30 to 45 calendar days of Purchase Order issuance, with inside delivery coordinated through the City's designated contact. The City discourages bids from vendors unable to meet that window, and deadlines will not be extended.
The Small Order Purchase maximum contract value is $99,000, adjusted annually by the Consumer Price Index. The contract runs one year from the Effective Date with up to three optional one-year renewals, not to exceed four years total. Requirements Contracts carry no obligation to order a specific quantity, and purchase orders precede delivery. Quotes must be submitted electronically through PHLContracts, must be priced net of taxes with FOB Destination Point delivery, and remain valid for 60 days. A signed Consent and Authorization Agreement must be submitted through PHLContracts before bid closing. Sellers must carry $500,000 per occurrence General Liability, statutory Workers' Compensation, and $300,000 per occurrence Automobile Liability naming the City as additional insured. Payment follows delivery, approval, and invoice submission by electronic deposit.
The City will award the purchase as a whole or by line item to the lowest responsive and responsible bidder, as determined to be in its best interest. Vendors must not deliver materials or provide services until receiving official award notification and authorization to proceed.
