About this file

This specification sheet details requirements for denim blue blanket-lined work coats for a state and local contract opportunity in Pennsylvania. The City seeks 2,800 traditional chore/work coats in sizes ranging from small to 5XL for use in correctional and detention facilities. The coats must feature a 100% cotton denim outer shell with a shrink-resistant blanket lining (65% acrylic and 35% polyester), minimum 11.5 ounce weight, four brass front buttons, a contrasting reinforced collar, and an insulation value greater than 3 CLO. Four front pockets are preferred but not mandatory. Delivery is required within thirty to forty-five calendar days from Purchase Order issuance, and vendors must coordinate inside delivery with the City's designated contact prior to arrival. The award will be made to the lowest responsive and responsible bidder on a whole or line-item basis as determined in the City's best interest.

Vendors must submit a manufacturer's specification sheet with their bid clearly identifying the proposed product, including manufacturer name, part/model number, materials, construction, color, lining, and sizing. The specification sheet is mandatory, and bids submitted without it may be considered non-responsive. No substitutions are accepted without prior written approval from the City. A reference product (Bob Barker Item #652-BL) is provided for style illustration purposes only; vendors are not required to offer this exact product provided their offering meets or exceeds all stated specifications. Vendors unable to meet the required thirty to forty-five day delivery timeframe are discouraged from submitting a bid, as delivery deadlines will not be extended.
