About this opportunity

The Kentucky Transportation Cabinet's Division of Right of Way and Utilities seeks demolition services for three residential and commercial structures located in Calloway County as part of the US 641 Relocation and Widening Project (RFB 605 2000000672). The Commonwealth of Kentucky issues this one-time contract solicitation to qualified contractors capable of removing and properly disposing of buildings, structures, and encumbrances from three parcels: Parcel 84 (a 1,647-square-foot brick house with attached garage, shed, and concrete improvements at 7110 US 641 South, Hazel), Parcel 21 (a 1.5-story, 1,829-square-foot frame residence with attached garage and patio at 312 State Line Road West, Hazel), and Parcel 68 (a 1.5-story, 1,067-square-foot frame residence with an 802-square-foot detached shop at 474 Tom Taylor Trail, Murray). Bidders must independently inspect properties prior to submission, with written questions due by June 8, 2020 at 4:00 PM and Commonwealth responses provided by June 9, 2020 at 4:00 PM. Bids are due June 17, 2020 by 10:00 AM Eastern Time, with an anticipated award date of July 3, 2020. Submissions must be made via email to KYTC.Bids@ky.gov or mailed to the KYTC Division of Purchases at 200 Mero Street, 4th Floor, Frankfort, Kentucky 40622. Parcel 84 is designated as the priority parcel requiring demolition first. Pricing shall be submitted as lump sum with separate amounts due the bidder and amounts due the state for each parcel, and evaluation will be based on best value using price-based ranking with 100 points allocated to the lowest lump sum bid. All bids must remain valid for a minimum of 90 calendar days after the closing date.

Kentucky resident bidders receive reciprocal preference against nonresident bidders, and qualified organizations including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive preference equal to 15 percent of maximum points. Successful contractors must provide a performance bond or irrevocable letter of credit in the amount of the contract or $10,000, whichever is greater; maintain contractor's general liability insurance with $1,000,000 per occurrence limits; and furnish Kentucky workers' compensation insurance with an ACORD certificate within ten days of notice of award. All work must comply with Davis-Bacon prevailing wage requirements, as federal funding through the Federal Highway Administration is anticipated, requiring contractors to verify current rates at sam.gov. Additional compliance requirements include proper disposal of all debris at permitted facilities with receipts provided, hazardous waste handling in accordance with federal and state regulations, refrigerant evacuation documentation for HVAC units, rodent control measures, seeding and mulching of disturbed areas, and notification to KYTC prior to basement filling. The contract incorporates FHWA Form 1273 and Buy America Clause provisions requiring domestic content for steel, iron, and manufactured products. Payments will be made within 30 working days of invoice submission following completion and acceptance of work.
