About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Right of Way and Utilities, is issuing Request for Bid (RFB) 605 26000000429 for demolition services in Warren County, Kentucky. The procurement seeks the complete removal and proper disposal of six structures located across parcels P7, P8, P10, P13, P23, and P28 in Bowling Green along Nashville Road and Newman Way. The deliverables include removal of a double post metal I-Go Motors sign (approximately 25 square feet), two brick and stone columns with brick bases (approximately 10 square feet each), a three-tier metal and vinyl Marathon Gas Station sign with electrical components (approximately 25 square feet), brick veneer column debris (approximately 5 square feet), and metal poles with sign face debris from a former Universalist Unitarian Church sign (approximately 10 square feet). The contractor must begin work within five days of award and complete all clearing within 45 consecutive calendar days from receipt of the work order, with liquidated damages of $500 per day assessed for delays beyond 45 days (for up to seven days per parcel) and potential contract cancellation after 52 calendar days if work remains incomplete. Bidders must conduct onsite inspections prior to submission, submit bids electronically through the Kentucky Vendor Self Service system with pricing on a lump-sum basis for all parcels, and provide either "Amount Due Bidder" or "Amount Due State" calculations. Special site conditions include de-energized electrical lines at two locations, one parcel with poles positioned at the top of a sloped area, and one parcel currently secured with orange cones and caution tape. Evaluation is based solely on price, with the lowest bid receiving the maximum score of 100 points. The bid submission deadline is March 6, 2026, at 1:30 p.m. Eastern Time, with a tentative award date of March 18, 2026.

The project is financed with Federal Highway Administration funds and requires compliance with Davis-Bacon Act prevailing wage determinations, Buy America and Build America, Buy America Act provisions, and a 0 percent Disadvantaged Business Enterprise (DBE) goal. All contractors must comply with Kentucky 811 underground facility damage prevention requirements and obtain a Kentucky 811 confirmation number prior to work commencement or face a $200 penalty per occurrence. A performance bond equal to the contract amount or $10,000 (whichever is greater) is required, and irrevocable letters of credit are accepted up to $20,000 maximum. Insurance requirements include general liability coverage of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with certificates required within ten days of award notice. Contractors must maintain detailed payroll records for three years following project completion and comply with all Equal Employment Opportunity requirements under Executive Order 11246. The bid sheet does not contain a specified contract award value; however, the pricing structure requires contractors to calculate final lump-sum totals based on individual parcel amounts, with the lowest responsive bid receiving the contract award.
