About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is soliciting demolition services on behalf of the Division of Right of Way and Utilities for Warren County Project 03-8857 along the US 31 corridor in Bowling Green, Kentucky. This Request for Bid (RFB 605 26000000207) requires the complete removal and disposal of six structures across multiple parcels, including a double post metal sign at 2315 Nashville Road (approximately 25 square feet), brick and stone columns at 2310 Nashville Road (two structures, approximately 10 square feet each), a three-tier metal and vinyl gas station sign with electrical components at 2229 Nashville Road (approximately 25 square feet), a brick veneer entrance column at 711 Newman Way (approximately 5 square feet), and a metal commercial sign with electrical components at 2033 Nashville Road (approximately 50 square feet). Bidders must submit lump sum pricing for all six parcels and are responsible for proper debris disposal at permitted facilities, obtaining Kentucky 811 locates before commencing work, and managing hazardous materials in compliance with federal, state, and local regulations. The contract is a one-time engagement with work required to commence within five days of award and be completed within 45 consecutive calendar days from receipt of a work order, with penalties of $500 per day assessed for delays. Electronic bids are due by November 20, 2025, at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service system, with a tentative award date of November 26, 2025. Electrical components on two signs have been disconnected and de-energized, and one sign is positioned at the top of a sloped area requiring special consideration during removal. Required submittals include a completed bid sheet, Certificate of Insurance with $1,000,000 per occurrence general liability and Kentucky workers' compensation coverage, performance bonds or irrevocable letters of credit in the amount of $10,000 or the contract amount (whichever is greater), non-collusion certification, and Buy America/Davis-Bacon Act compliance documentation.
This solicitation is funded with Federal Highway Administration dollars and is subject to Davis-Bacon Act wage determinations, Buy America requirements, and prevailing wage standards under FHWA Form 1273 mandates. The procurement establishes a 0% Disadvantaged Business Enterprise (DBE) goal, and all contractors must submit DBE certification as part of their bid package. No set-asides are noted for small businesses or other protected classifications. All work must comply with federal labor standards, Equal Employment Opportunity requirements, and the Contract Work Hours and Safety Standards Act, with contractors responsible for ensuring all laborers and mechanics receive prevailing wages and fringe benefits paid at least weekly, and overtime compensation at 1.5 times the base rate for hours exceeding 40 per week. Vendors must be registered in the Kentucky eProcurement System prior to bid submission, allowing 24-48 hours for registration completion. No mandatory prebid meeting will be held; however, prospective bidders are encouraged to inspect parcels and may contact Jessica Rush at (502) 764-2092 for location information or call a conference line at 866-830-9434, Participant Code 21327950, at 3:00 p.m. Eastern Time on the bid closing date for public bid reading.
