About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids for demolition services on four parcels in Nelson County near Bardstown, with bids due July 23, 2026 at 1:30 p.m. Eastern Time via the Kentucky Vendor Self Service e-Procurement system. This is an FHWA-funded project subject to Davis-Bacon Act wage determinations, Buy America and Build America (BABA) compliance, and a 0 percent Disadvantaged Business Enterprise (DBE) participation goal.

The scope encompasses complete demolition and site restoration across four properties: Parcel 4 (210 Leslie Ballard Loop) with three large grain bins on concrete slabs and associated equipment; Parcel 31 (630 Author Way) with a 2,115 square foot brick home, septic and HVAC systems, metal barn, concrete surfaces, and fencing; Parcel 33 (6010 Springfield Road) with a 1,200 square foot metal barn; and Parcel 38 (6217 Springfield Road) with a 1,000 square foot vinyl-sided home, cellar, detached garage, septic system, and deck. All demolition work must be completed within 30 consecutive calendar days of work order issuance; $500 per-day penalties apply after 30 days, with potential contract cancellation after 37 days. The contractor bears all costs for waste disposal, refrigerant recovery, septic tank pumping, Kentucky 811 notifications, and site restoration through seeding and mulching. The contractor must provide Kentucky 811 confirmation numbers, hazardous-waste disposal receipts, and septic-pumping documentation, with $200 penalties per occurrence for non-compliance.

Bidding is structured as lump sum with individual parcel pricing; bidders select either "Amount Due Bidder" or "Amount Due State" based on the net calculation (Column A minus Column B). Performance bonds or irrevocable letters of credit are required in the amount of the contract or $10,000, whichever is greater. Commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate is mandatory, along with applicable workers' compensation and automobile liability. The tentative award date is August 7, 2026. Written questions were due July 13, 2026. Site inspection is required; prospective bidders should contact Hannah Douglas at 270-505-9533 for directions.
