About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on demolition services across three parcels in Floyd County (Parcels 20, 21, and 26) in Grethel, Kentucky, with bids due July 28, 2026 at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service system. No mandatory pre-bid meeting is scheduled; prospective bidders must inspect properties prior to submission and contact Joe Tackett at 606-207-3391 for directions.

The scope encompasses removal and proper disposal of structures, debris, and associated materials across three residential properties. Parcel 20 (6465 KY RT 979) contains a single-story wood residence with metal roof (1,066 square feet), wood storage building (206 square feet), and wood shed (89 square feet), plus septic tank removal if found and well marking. Parcel 21 (6453 KY RT 979) includes a detached block garage without roof (448 square feet) and additional debris removal. Parcel 26 (11 Beagle Run) contains a single-story brick and wood residence with burned debris (1,213 square feet), concrete foundation, pool, and additional debris. All parcels require complete removal of all debris and concrete found on-site.

This is a federal-funded project requiring compliance with Davis Bacon Act wage determinations, Buy America requirements, and Build America Buy America (BABA) Act provisions. Bidders must submit lump-sum pricing on the attached bid sheet, selecting either "Amount Due Bidder" or "Amount Due State" based on whether individual parcel costs exceed or fall below state-identified values. The DBE goal for this project is 0%.

Work must commence within 5 days of contract award, with penalties of $1,000 per day assessed after 15 consecutive calendar days of non-completion on any parcel. A performance bond or irrevocable letter of credit is required in the amount of the contract or $10,000, whichever is greater. Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate is mandatory. Mandatory requirements include Kentucky 811 notification prior to work, rodent control documentation from a licensed exterminator, proper disposal receipts from permitted waste facilities, refrigerant recovery, and septic tank pumping, with $200 penalties per violation. The tentative award date is August 10, 2026.
