About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids on demolition services for two residential parcels in Fayette County under RFB 605 26000000694, with bids due July 28, 2026 at 1:30 p.m. Eastern Time. This is a federally funded FHWA project requiring Davis-Bacon Act wage compliance, Buy America requirements, and Build America, Buy America (BABA) Act provisions with domestic content certifications. A Disadvantaged Business Enterprise (DBE) goal of 0% has been established.
Parcel 7 at 1495 North Broadway Road, Lexington requires demolition of a vinyl-sided single-family home (approximately 1,165 square feet), a plastic composite storage shed (approximately 100 square feet), septic system, gravel driveway, and chain link fencing. Parcel 8 at 1499 North Broadway Road requires demolition of a similar vinyl-sided home, one shed, one above-ground pool, septic system, and gravel driveway. All concrete, gravel, and miscellaneous debris must be removed from both sites. Supporting documentation includes asbestos-containing material (ACM) inspection reports and lead-based paint inspection results completed in February and June 2026.
Bidders must submit lump-sum pricing on the provided bid sheet for both parcels through the Kentucky Vendor Self Service e-Procurement system at https://vss.ky.gov. Only online bids will be accepted; registration must occur at least 24 to 48 hours before submission. Bids pricing must indicate either "Amount Due Bidder" or "Amount Due State" based on parcel-specific calculations. No onsite pre-bid meeting will be held; prospective bidders are responsible for independent site inspections.
The contractor must initiate work within ten days of award and complete site clearing within fourteen consecutive calendar days of receiving the work order or face penalties of $500 per day. The tentative award date is August 14, 2026. A Performance Bond or Irrevocable Letter of Credit in the amount of the contract or $10,000 (whichever is greater) and Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate are required. Questions are due July 13, 2026 at 4:00 p.m., with responses anticipated by July 16, 2026.
