About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on demolition and debris removal services across four residential parcels in Daviess County under RFB 605 2700000173, with bids due November 6, 2026 at 1:30 p.m. Eastern Time. No mandatory pre-bid meeting will be held; however, property inspection prior to submission is required. The contract carries a 0% Disadvantaged Business Enterprise participation goal and is federally funded through the Federal Highway Administration under Davis-Bacon Act wage determinations and Buy America and Build America, Buy America (BABA) requirements.

Scope covers complete demolition and debris removal on four parcels along Fairview Drive in Owensboro: Parcel 8 (2655 Fairview Drive) contains a two-story 2,648 square foot residence with attached carport, detached garage, concrete storage building, and associated pavement; Parcel 9 (2715 Fairview Drive) includes a one-story 2,156 square foot residence with attached garage, detached garage, wooden fencing, in-ground pool, and septic system; Parcel 27 (2878 Fairview Drive) contains a 958 square foot residence with detached metal garage, gravel areas, wooden fencing, and septic system; and Parcel 51 (3050 Fairview Drive) requires removal of a wood-and-sale advertisement sign. All landscaping must be removed; mature trees should remain unless access requires removal. Work includes rodent control by licensed exterminator, septic tank pumping by licensed service, refrigerant recovery, sealing of disturbed areas with KY 31 grass seed, and proper disposal of debris at permitted facilities with documentation. Daviess County Water must be included at the pre-demolition meeting for Parcels 8 and 9 due to proximity of water mains. Bidders must submit separate lump-sum amounts for each parcel; failure to bid all four parcels results in bid rejection.

Work must be completed within 45 calendar days from work order issuance, with $500 per day penalties assessed after 38 consecutive calendar days for incomplete parcels. Performance and payment bonds are required in the amount of the contract or $10,000 whichever is greater. Commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate is mandatory. Kentucky 811 clearance must be obtained before work begins. Submissions are online-only through the Kentucky Vendor Self Service portal.
