Proposals are limited to 20 single-sided pages and must address company history, Connecticut licensing and presence, staff backgrounds, rate structures, employee diversity information, affirmative action commitment, litigation history, conflicts of interest, termination history, prior CHFA experience, and three client references. All authorized signatories must submit representations and certifications regarding ethics compliance, gift prohibitions, Iran investment certification, nondiscrimination, and campaign contribution limitations per Connecticut General Statutes.
Selected contractors must carry commercial general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million per accident), workers' compensation with statutory limits, umbrella liability ($2 million), professional liability ($1 million per claim / $1 million aggregate), and cyber liability ($1 million), with CHFA named as additional insured.
CHFA will evaluate proposals based on qualifications, organization and approach, and fees. The authority may select multiple firms and reserves the right to reject proposals, modify scope, negotiate fees, or request oral presentations.
