About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, is requesting bids for demolition services on two residential parcels in Morgan County under an RFB, with bids due November 12, 2026, at 1:30 p.m. Eastern Time. A DBE goal of 0 percent applies to this contract.
The scope encompasses complete removal and disposal of two residential structures and associated debris. Parcel 7 (84 Circle Drive, West Liberty) contains a 1,564 square-foot residential building with metal roofing, vinyl siding, concrete basement, and one-car garage port; Parcel 20 (11 Daisy Knob Road, West Liberty) contains a 784 square-foot residential building with vinyl siding, metal roof, multiple wooden porches, a 300 square-foot wooden shed, and a 90-by-15-foot asphalt driveway designated to remain. Debris removal includes wooden pallets, concrete steps, tires, and miscellaneous items. Vegetation may remain unless removal is necessary for structure access. Work must commence within three days of contract award. Failure to include pricing for each parcel or to select the payment direction (Amount Due Bidder or Amount Due State) results in bid rejection. Property inspection prior to submission is required but pre-bid meetings are not mandatory.
Federal Highway Administration funding applies; Davis-Bacon Act wage determinations and Build America, Buy America Act requirements (U.S.-produced steel, iron, and construction materials) are mandatory. A performance bond or irrevocable letter of credit equal to the contract price or $10,000, whichever is greater, is required (letters of credit capped at $20,000). Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, and Kentucky Workers' Compensation Insurance, are required. Kentucky 811 underground utility locating is mandatory before commencing work. All hazardous materials (asbestos, PCB) encountered trigger immediate work stoppage and reporting. Open burning is prohibited. Disturbed areas must be seeded and mulched per specification. If work does not commence within 45 consecutive calendar days of the work order, $500 per day penalties apply for seven days per parcel; the contract may be cancelled after 52 total calendar days. Payment is due within 30 working days of invoice and work acceptance. The tentative award date is November 20, 2026. Bids must be submitted electronically through the Kentucky Vendor Self Service e-Procurement system only.
