About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, is requesting bids on demolition services across 15 parcels in Laurel County (primarily London, Kentucky) under RFB 605 2700000089, with bids due September 16, 2026 at 1:30 p.m. Eastern Time. Kentucky resident bidder preference applies per KRS 45A.494, and qualified bidder preferences of 20 percent (Kentucky Correctional Industries) and 15 percent (Kentucky Industries for the Blind and qualifying nonprofit organizations) are available.
The scope encompasses removal and proper disposal of commercial buildings ranging from 300 to 3,141 square feet, pole and brick signage with concrete bases, chain-link fencing totaling approximately 580 linear feet, security gates, lot lighting poles, septic tanks, utility poles (through separate relocation), concrete foundations and pads, driveways, and site seeding and restoration of disturbed areas. Parcel 300 (761 South Laurel Road) is designated priority and includes a 2,500-square-foot wood-framed building, two 300-square-foot storage buildings, a three-pole radio tower, and tree removal. All work must comply with Kentucky 811 underground facility damage prevention requirements and hazardous materials disposal laws; contractors must submit valid Kentucky 811 confirmation numbers or face $200 penalties per occurrence.
Bidders must submit lump-sum pricing for all 15 parcels on the provided bid sheet through Kentucky Vendor Self Service (vss.ky.gov), selecting either "Amount Due Bidder" or "Amount Due State" based on salvage value. Award is based solely on price (100 points), with the lowest conforming bid receiving maximum points. A performance bond or irrevocable letter of credit equal to the contract amount or $10,000 (whichever is greater) is required, with letters of credit accepted only up to $20,000. Commercial general liability insurance minimums are $1,000,000 per occurrence and $2,000,000 aggregate. Work must commence within 30 calendar days of receiving the work order; penalties of $200 per day apply after 30 consecutive days, with potential contract cancellation after 37 calendar days. No pre-bid meeting will be held; prospective bidders should contact Michael Earley at 502-764-0256 for site directions. This is a one-time engagement with no stated contract term.
