About this opportunity

The City of Moorpark is requesting informal bids for demolition and removal of three modular office trailers at 799 Moorpark Avenue, disconnection of utilities, construction of permanent site security fencing, and disposal of contents, with bids due August 4, 2026 at 3:30 p.m. Attendance at a mandatory pre-bid meeting and site visit on July 22, 2026 at 10:00 a.m. at the project location is required; failure to attend renders a bid non-responsive.

Bidders must hold a valid California Class A or Class B Contractor's License continuously for the last five years and be registered with the California Department of Industrial Relations pursuant to SB 854. This is a prevailing wage project subject to California Labor Code apprenticeship requirements and certified payroll submission; violations result in $100 per day per worker fines.

The scope includes disconnection of electrical, gas, water, and sewer lines; removal of underground utility conduits with capping at the property line; construction of permanent security fencing adjacent to the Administration Building; and disposal of all furnishings, fixtures, universal waste, and miscellaneous trash. An asbestos report confirms the property tested negative for asbestos-containing materials. A Construction and Demolition Materials Management Plan requiring 65% landfill diversion is mandatory. Contractors are responsible for all permitting costs, including traffic control plans and Caltrans encroachment permits for State Route 23; the City will issue the building permit at no cost.

Project completion must occur within 21 calendar days, with liquidated damages of $250 per day for delays. Award will be made to the lowest responsible, responsive bidder within thirty days after bid opening. Bidders must post a bid bond of not less than 10% of the total bid amount and a 100% Payment and Performance bond. Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate, Business Automobile Liability of $1 million, and statutory Workers' Compensation are required. A security deposit of up to 3% of project valuation is required.
